EXECUTIVE SUMMARY Recommendation to sign three (3) amendments to the agreement with the Area Agency on Aging of Southwest Florida, Inc., dba, Senior Choices of Southwest Florida, for the FY12 Home Care for the Elderly (HCE) , Alzheimer's Disease Initiative (ADI) and Community Care for the Elderly (CCE) programs, along with required budget amendments for a total fiscal impact of $12,794.31. OBJECTIVE: To properly reflect grantor agency funding adjustments made on various senior population related grant programs via amended contracts and appropriate budget amendments. CONSIDERATIONS: Services for Seniors program managed within Housing, Human, and Veteran Services Department have been providing support services to Collier County's frail, elderly citizens for over 32 years through the HCE, ADI and CCE programs. All three grants are received from the State of Florida Department of Elder Affairs (DOEA) and managed by Senior Choices of Southwest Florida. Senior Choices frequently makes adjustments in the amount of grant funds in various program components to best match the needs of clients being serviced. The client needs are assessed when the clients are qualified as program participants and are based on a projection, and once the needs are known, Senior Choices adjusts grant funds accordingly. To address client's needs, DOEA is making one level transfer and two grant increases in order to better match services to those particular clients being served and to continue to provide funding depending on the number of clients that are enrolled in each grant program. The DOEA's method for recording these changes is through a contract amendment, which requires Board of County Commissioners approval as follows: The amended amounts became effective February 9, 2012 and Housing, Human, and Veteran Services Department received notification by Senior Choices of Southwest Florida on February 17, 2012. The three (3) grant budgets were originally approved by the Collier County Board of Zn County Commissioners on July 26, 2011, Item 16D. 12. The ADI amended award of $94,256 is an increase to funds available in Human Services Fund 707, Project 33161 of $1,000. Packet Page -1078- 3/27/2012 Item 16.D.9. The CCE amended award of $657,667 will increase the funds available in Human Services Fund 707, Project 33159 by $18,000. The CCE award requires matching funds of 10 %. The existing match budget for this grant has funds in excess of the requirement and therefore requires a reduction of $6,205.69 in Fund 708, Project 33159. The net fiscal impact for the three budget amendments is $12,794.31. LEGAL CONSIDERATIONS: These items are legally sufficient for Board action and require a majority vote. JBW GROWTH MANAGEMENT IMPACT: There is no growth management impact from these three (3) budget revisions. RECOMMENDATION: To approve the Standard Contract amendments, Attestation Statements and budget amendments with the Area Agency on Aging of Southwest Florida, Inc., dba, Senior Choices of Southwest Florida, for Collier County Services for Seniors program grants that include the HCE program level transfer, the ADI, and the CCE budget award increases and obtain Chairman's signature.
