EXECUTIVE SUMMARY
Recommendation to authorize the Library Director to submit required grant forms for a Library
Services and Technology Access Grant "Collier Connects ", in the grant funded amount of $27,164.
OBJECTIVE: To apply for a Library Services and Technology Access Grant (LSTA) to
provide computer training and assistance for people applying for jobs.
CONSIDERATIONS: The Library qualifies to apply for LSTA grants for a variety of
purposes. Many job applicants are now required to have computer skills to fill out on -line job
applications, as well as to have basic computer skills to complete job tasks after hiring. The
Library proposes to add services to provide training for job seekers to enhance their ability to
obtain employment. The Library is working with the Friends of the Library of Collier County,
Inc., and Southwest Florida Works to accomplish this objective.
Grant funds will be used to purchase computers for a mobile technology lab that can be
scheduled for use at several libraries; contracted instructors to provide computer, resume, and job
search skills classes; and marketing and operating materials for the program.
Friends of the Library funds will pay for materials and computer program licensing costs, at an
estimated one -time expenditure of $3,830.
Library will contribute staff time to the project. Estimated in -kind match value is $11,373 of staff
time.
The Grant requires a minimum 25% match in local funding. Both Friends of the Library and
Library salary in -kind funds can be counted for matching funds. Matching funds equal 36% of
the grant and meet the grant requirement.
The grant will be submitted on -line to the State Library of Florida. It is due March 12, 2012. If
approved, the grant funds will be available October 1, 2012, and must be expended by September
30, 2013.
Library Staff will return to the Board with a Budget Amendment when the funding is approved.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
FISCAL IMPACT: The project is estimated to cost a total of $42,367; with $3,830 being
donated by the Friends of the Library and $11,373 of `in -kind' staff costs from Collier County
Public Library. No additional project funds will be expended from the Library general fund
budget. Approximately $27,164 will be provided from the grant.
The Inkind identified to be provided by Library Staff are already budgeted and part of the annual
Library budget.

Matching funds in the amount of $3,830 have been approved by the Friends of the Library. A
support letter is attached.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action. — CMG

INSTRUCTIONS FOR CERTIFICATION
1. By signing and submitting this proposal, the prospective lower tier participant is providing the certification set
out below. AAW
2. The certification in this clause is a material representation of fact upon which reliance was placed when this
transaction was entered into. If it is later determined that the prospective lower tier participant knowingly
rendered an erroneous certification, in addition to other remedies available to the federal government, the
department or agency with which this transaction originated may pursue available remedies, including
suspension and/or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to which this
proposal is submitted if at any time the prospective lower tier participant learns that its certification was
erroneous when submitted or has become erroneous by reason of changed circumstances.
4. The terms "covered transaction," "debarred," "suspended," "ineligible," "lower tier covered transaction,"
"participant," "person," "primary covered transaction," "principal," "proposal," and "voluntarily excluded," as
used in this clause, have the meanings set out in the Definitions and Coverage sections of rules implementing

5. The prospective lower tier participant agrees by submitting this proposal that, should the proposed covered

Federal Funding Accountability and Transparency Act ( FFATA) Reporting
Subgrantees must complete the Federal Funding Accountability and Transparency Act
Reporting form. The FFATA Act requires that information on federal awards and
executive compensation be made available to the public through a single searchable
website, www.USASpending.gov.
Applicability and What to Report
A. If, in the previous fiscal year, the subgrantee's gross income from all sources was
under $300,000, it is exempt from the requirements to report:
1. Subawards, and
2. The total compensation of the five most highly compensated executives of the
subgrantee.
B. If the subgrantee is not exempt as provided in paragraph A., the subgrantee shall
report the names and total compensation of each of its five most highly
compensated executives, if -
1. In the subgrantee's preceding fiscal year, the subgrantee received:
a) 80 percent or more of its annual gross revenues from Federal procurement
contracts (and subcontracts) and Federal financial assistance subject to the

Definitions
Total compensation means the cash and noncash dollar value earned by the
executive during the subgrantee's preceding fiscal year and includes the following (for
more information see 17 CFR 229.402(c)(2)):
i. Salary and bonus.
ii. Awards of stock, stock options, and stock appreciation rights. Use the dollar
amount recognized for financial statement reporting purposes with respect to
the fiscal year in accordance with the Statement of Financial Accounting
Standards No. 123 (Revised 2004) (FAS 123R), Shared Based Payments.
iii. Earnings for services under non - equity incentive plans. This does not include
.group life, health, hospitalization or medical reimbursement plans that do not
discriminate in favor of executives, and are available generally to all salaried
employees.
iv. Change in pension value. This is the change in present value of defined
benefit and actuarial pension plans.
v. Above - market earnings on deferred compensation which is not tax - qualified.
vi. Other compensation, if the aggregate value of all such other compensation
(e.g., severance, termination payments, value of life insurance paid on behalf
of the employee, perquisites or property) for the executive exceeds $10,000.
Executive means officers, managing partners, or any other employees in management
positions.

Collier Connects will serve all of Collier County, Florida. According to the 2010
United States Census, Collier County had 321,520 residents over an area of 1,998.32
square miles. Collier County is highly diverse geographically and contains the cities of
Naples, Marco Island, as well as rural areas in unincorporated parts of the county, such as
Immokalee. The Immokalee, Estates and East Naples Branch Libraries will be involved
with the Collier Connects project, as they are neighborhood libraries that are located in
three distinct areas of the county and are accessible by bus routes.
Project Summary
The Collier County Public Library has agreed to a partnership with Southwest Florida
Works and the Florida Department of Children and Families that will enable the library to
teach computer skills to individuals who have little or no experience with electronic
resources. A variety of classes and workshops will be offered so that these people may

better compete in the job market in Collier County and begin using computers as
resources in their lives.
Introduction
1. Where is the applicant located geographically?
The Collier County Public Library is located in Collier County on the picturesque
Gulf Coast of Southwest Florida.
2. How many staff members does the applicant have?
Currently, the library system has a staff of 84.5 FTE, with 24 degreed librarians.
Over the past five years, many positions have been frozen in the county and several
professional and paraprofessional positions have been lost due to attrition. The
library staff is extremely efficient and its staffing level of .26 staff per 1000 people
served is well below the state average of .37 per 1000, according to FY2009 Florida
Public Library Statistics data. The library is fortunate to have a dedicated pool of
volunteers, who worked over 24,000 hours throughout 10 libraries in FY2011.
3. How many service outlets does the applicant have?
The library system consists of three large regional libraries and seven residential
libraries which are spread throughout one of Florida's largest counties, geographically.
Libraries are located in Naples, Marco Island, Immokalee, Everglades City and the
unincorporated areas of the county, creating an economically and culturally diverse
service population.
4. How many registered borrowers does the applicant have, if applicable?
The Collier County Public Library has a service population of 321,520 according the
2010 United States Census Bureau. In FY 2011, the library system had 208,994
registered borrowers, which represents 65% of the total service area population,
according to the 2010 U.S. Census.
5. What is the governance of the applicant?
The library system is governed by the Board of County Commissioners of Collier
County. Library policies are approved by the five- member Library Advisory Board.
6. What is the total budget of the applicant?
$7,436,200.

7. Provide any additional information about the applicant to set the context for the
project. This response is optional.
The library had 1,497,821 visitors in FY 2011 and circulated 2,760,427 items. The
library has strong financial support from the Friends of the Library of Collier County,
who provided $193,647 for adult and children's programs this past year. Programs are
well attended by both adults and children, with 58,789 people attending 2440 programs
system -wide. The excellent program attendance is due both to the quality of the events
as well as the marketing committee that the library has in place for publicity. Though
Naples and much of Collier County is a prime tourist destination which attracts many
seasonal residents and visitors, the county has not been immune from the job losses of the
current recession.
Need
Size of the target population.

1. Who is the target population?
According to the December Bureau of Labor Statistics report, Collier County has an
unemployment rate of 9.5% and the 2010 Census estimates that there are 12.2% of
Collier residents living below the poverty level. The Florida Research and
Economic Database states that 13,618 people are collecting unemployment in the
Collier County as of December, 2011, which does not take into account those whose
unemployment benefits have already expired. Most of the jobs lost are in the
construction, manufacturing and hospitality industries. Collier County Public
Schools reported that in 2011, 62% of its 43,343 students were enrolled in a free
lunch program and the 2010 US Census indicates that 12.2% of Collier County's
residents live below the poverty level.
2. What are the unmet needs of the target population?
According to the Pew Research Center's Internet & American Life Project's Spring
Tracking Survey of May 2011, 37% of households with income below the poverty
level do not have access to the Internet and computers at home and are virtually cut
off from a major source of information in our society. Library staff estimates there
are 40 -50 people each day in Collier County libraries writing resumes, searching for
jobs online and filling out online forms. An estimated 10% of these people lack
basic computer skills to complete these tasks without assistance. The Naples office
of Southwest Florida Works estimates that 70 people come into their office each
month with little or no computer skills. It is now necessary to have computer skills
in order to upload resumes and search for jobs using Florida's Employ Florida

Marketplace, which is a primary employment resource for those who are unemployed.
Southwest Florida Works staff state that individuals without computer skills are no
longer qualified for many of the positions available in their fields of expertise and that
employers are not willing to offer computer training for these people.
3. Describe how the target population's needs are not being met by the library or
other community services.
Within Collier County, there are two offices for a state chartered employment
organization called Southwest Florida Works. These offices offer basic assistance in
job searching, present employment workshops and host job fairs throughout the year.
They also offer counseling to individuals who need retraining in order to find work.
The staff at Southwest Florida Works sees a great deficiency in basic computer skills
for approximately 70 people who visit their office each month, but does not have the
staff to train these people to use computers. Though the counseling staff at
Southwest Florida Works is often able to find government funding to train individuals
lacking job skills, there is currently no funding available for basic computer training.
Without basic computer skills, many people are not able to successfully apply for or
even qualify for jobs in Collier County. Additionally, the two branches of SW
Florida Works are forty miles apart, making it challenging for people to visit these
offices for workshops and career assistance if they rely on public transportation or
have limited money for gasoline.
Each day system -wide, approximately 10 -15 people searching for jobs and filling out
applications online at Collier County Libraries require a great deal of assistance from
library staff members. Library staff members often don't have the time or expertise
to answer the questions posed and it is apparent to staff that these job seekers are in
need of rudimentary computer instruction. These individuals often have never used
a mouse, cannot do a simple Internet search, don't understand how to save files, and
do not have email accounts. Additionally, they cannot format documents and are
unable to fill in online forms . The library currently one to two hands -on computer
classes at one library branch each month. These classes have a capacity of 15
students and are taught by a librarian. The classes are usually filled within two
weeks of their posting, even though the advertising for these classes is limited to
regular library users. The library does offer three to five classes on popular
computer topics each month in a lecture -style format for those who can bring laptops,
but this is not be beneficial for those who need rudimentary instruction and do not
have computers. At this time, the library's hands -on computer teaching capacity
cannot expand due to staff commitments in other areas. The library would have to
turn away most of the 70 people a month that the Southwest Florida Works office
believes they could refer to the library for basic computer instruction. The library is
able to sustain current programs with the budget and staff it has; however, it is not
able to begin new service programs without outside funding.
4. How does the project relate to the applicant's mission, or to the applicant's long
range plan?
The mission of the Collier County Public Library is "to provide and promote Library

information and sustain services that enlighten the minds and enrich the lives of
community residents and visitors of all ages." The current long range plan identifies
Information Fluency as a major service response area. This means that the
library is committed to enabling residents to find information needed to resolve an
issue and will have the skills to locate, evaluate and effectively use information to
meet their needs. This service response area is directly related to the Collier
Connects, as the project will assist people in seeking information on the Internet and
applying that information to sustain and improve their lives in practical ways.
Southwest Florida Works is also dedicated to connecting individuals with information
and opportunities that will help people meet their career goals. Both the library and
Southwest Florida Works are eager to reach out to people with information needs, and
each can benefit from the other's strengths.
5. Additional factors for consideration.
The library system in Collier County has 10 branches distributed throughout the
region and many of these facilities have enclosed computer labs or large meeting
rooms that could be used for training purposes. Additionally, the library system has
offered free, hands -on computer training to the public for over a decade. Though
many individuals visit the library to use computers to apply for jobs, many patrons
and staff are unaware of the job search assistance offered by Southwest Florida
Works. Because the library system has the infrastructure and experience to help
people acquire computing skills, the library is in a position to offer computer training
courses and career workshops, while also assisting individuals with their
eGovernment needs to maintain financial stability through a project that will be called
Collier Connects. The library system and Southwest Florida Works can better serve
the community by working together through Collier Connects, offering referrals to
each other so that individuals can gain the skills and knowledge they need in order to
re -enter the workforce.

Start-Up Activities: Hiring Instructors, Purchasing Equipment and Training Staff
Activity Narrative
The first activity for the Collier Connects project will be to hire a contracted instructor
to present the increased number of computer classes that the library will offer. The
project manager will make certain that a qualified person is hired for the October 1,
2012 start date for the project. The manager will present the instructor with course
outlines and handouts and work closely with him /her to ensure that project goals and
methods are understood. Staff training on the Access Florida, Employ Florida
Marketplace, and Florida Department of Economic Opportunity websites will also take
place in house during the first weeks of October. Staff members from Southwest
Florida Works and the Department of Children and Families will be the instructors for
these sessions. By October 1, 2012, a contracted presenter or presenters will be in
place to present the three part Employment Skills workshops for the public. On
October 1, 2012 a set of 12 laptop computers will be purchased specifically to be used
for the project's computer courses. This lab will be transported each month to one of
the three libraries that will be used for computer instruction. Computer classes will
be taught in library meeting rooms so that classes will provide privacy and will not
impose upon the computer use of the library.

Activity Narrative
The three -part Basic Computer Skills classes will consist of a Windows Basic class, an
Internet basics class and an email class. These classes will be taught over three
consecutive weeks beginning the week of November, 2012 at the East Naples
Library. They will be taught by the contracted instructor with observations done by
the project manager. Classes will last approximately two hours each. Classes may
have a maximum of 10 attendees and will rotate each month between the East Naples
Library, the Estates Branch Library and the Immokalee Library. During the course of
the year, this class series will reach a maximum of 330 participants. Participants will
be given a pretest and a post -test to determine whether proficiencies were met.
Individuals answering 80% or more of post -test questions correctly are considered
proficient in the topic area and will be awarded a certificate of completion. All
participants will be given a checklist of completed topic areas.

Hands -on eGovernment Assistance Labs
Activity Narrative
By November, 2012, all staff at the East Naples, Estates, and Immokalee branches
will be trained to assist individuals in the use of Access Florida, Employ Florida
Marketplace, and Florida Department of Economic Opportunity websites. The
Estates Branch will dedicate a minimum of one two -hour time slot per week when
the staff will assist individuals in the use of these government websites. A minimum
of four computers will be reserved at the Estates Branch during the scheduled
assistance labs to ensure access for those in need. The East Naples Branch and
Immokalee Branch staffs will have eGovernment training and will continue to assist
patrons throughout the work week. The library will adopt an eGovernment assistance
policy based on the policy developed by the Pasco County Library System so that the
Computer Instructor and staff will have clear guidelines regarding the level of
assistance offered. 47 eGov Assistance labs will be offered over the course of the
year, enabling a minimum of 188 sessions for individualized guidance in the use of
government websites that promote employment and help sustain individuals through
difficult financial times in their lives. The Estates Branch has been chosen as the
location for the eGovernment Assistance Labs due to its central location between
Immokalee and East Naples.

Employment Skills Workshops
Activity Narrative
The three part Employment Skills Workshops (consisting of a resume building
workshop, an interviewing workshop, and a career assessment workshop) will be
presented over a three week period beginning October, 2012 at the Estates Branch
Library. These workshops will be given by contracted individuals and last two to
three hours, allowing participants time to engage in applied activities that pertain to the
discussion topic. Class evaluations will be collected to determine if participants'
needs are being met. This series will be offered every other month and rotate
between the East Naples, Estates and Immokalee Libraries. 18 workshops will be
given over the year to a maximum of 20 participants per workshop, allowing 360
attendees over a 12 month period.

Intermediate Computer Classes
Activity Narrative
Beginning in February of 2013, an Intermediate Computer Skills series will be
introduced at the East Naples Branch and rotate monthly among the three library
branches. This two -part series will consist of a class on Microsoft Word and a class
on Microsoft Excel. These classes will last approximately two hours and have a
maximum of 10 participants per class. A total of 16 intermediate classes will be
offered over the next eight months, allowing 160 individuals to participate.
Participants will be given a pretest and a post -test to determine whether proficiencies
were met. Individuals answering 70% or more of post -test questions correctly are
considered proficient in the topic area and will be awarded a certificate of completion.
All participants will be given a checklist of completed topic areas.

Publicity /Communications
The project manager will work with the library marketing department to organize
publicity for the Collier Connects project. Computer classes, workshops and labs
will be included in the regular library program brochure and a brochure specific to the
project will also be developed. Brochures will be available at the library, but will also
be distributed to at least ten community and faith based organizations in Collier
County. Additionally, there are several Title 1 schools that are in close proximity to
the library branches where workshops, classes and labs will be held. Flyers will be
distributed to each of these schools to alert parents of the new program.
Southwest Florida Works and the Department of Children and Families will be primary
sites for the distribution of brochures for the program and will refer those in need of
computer instruction to the participating libraries. Those people participating in
classes and workshops will be given certificates of participation and be referred back to
Southwest Florida Works so that staff there may assist them further in finding
employment.
The project manager and the marketing department will submit monthly press releases
advertising the locations of upcoming Collier Connects programs. Public service
announcements will also be aired on the local government TV channel to advertise
Collier Connects programs.
Sustainability
The main continuing expenses related to the project would be the computer instructor's
salary and the employment presentations that are contracted. This part of the program

will be maintained by the Friends of the Library following the grant period if the
project meets its outcomes and goals and continued need is demonstrated in the
community. The Friends have funded several computer classes for the public in the
past and typically donate over $35,000 for library programs each year. The library
system will absorb the costs to maintain the bank of laptop computers and continue to
update software for laptops according to the library's technology plan. In subsequent
years, additional library branches may begin offering eGov assistance labs as staff
becomes more familiar with the needs of the public.

Evaluation
Evaluation Narrative
A variety of data will be collected for the Collier Connects project. Attendance sheets
will be used for all classes and workshops to record number of attendees. These
attendance sheets will ask for contact information in order to check on a student's
employment experience after the class. In order to track whether the targeted audience
is attending classes and workshops, attendance sheets will also ask if a referral was
made by our partner agencies. There will be pre /post tests given for all classes that will
indicate whether participants have increased their knowledge of the subject matter. These
tests will be multiple choice / true false and consist of approximately 10 questions. The
percentage of correct answers on pre and post tests will be compared to indicate whether
an increase in subject understanding has taken place. The project manager will calculate
average percentage increases for each class to determine the overall success of the course.
In order to determine the success of the workshops, participants will be asked to fill out
class evaluations which indicate the student's understanding of the material presented and
overall satisfaction with the class. In order to track the use and success of the eGov
Assistance Labs, library staff will record what type of government Website was visited
and whether the patron was able to obtain the necessary information and /or complete an
online application. The project manager will be responsible for examining data on a
monthly basis for the project. The project manager will evaluate project data every three
months to determine whether the targeted population is being reached and whether the

project components are achieving positive results. Publicity, class content, class
frequency and course location are some possible aspects of the program that may need
modification.

Salaries and Benefits Narrative
The library system will contribute $10,104 in salaries for staff time that is devoted
to the project over the year. The Project Manager is a current branch manager for
the library system and will devote approximately four hours a week to the project.
This is the equivalent of 208 hours at $28 per hour, for a total in kind contribution
of $5824. The IT staff will spend an estimated 80 hours maintaining a mobile
teaching lab, at a rate of $20 an hour, totaling $1600. The marketing team will
devote 40 hours to this project at a rate of $22 an hour, for a total of $880. 14
Library Assistants are paid at an average of $12 an hour and will attend 4 hours of
training, for a total of $672. Library Assistants will also contribute 94 hours in
staffing the eGovernment Assistance Lab at the Estates Branch Library, for a total
of $1128. In adding the FICA and FRS rates of 7.65% and 4.91 %, the total in
kind contribution for the library is $11,373.

An LSTA grant will be used to fund a contracted computer instructor for classes at
the three project libraries. It is estimated that the instructor will work 436 hours,
including 51 two hour classes, plus training and administrative time. The
instructor will be paid $25 per hour, which includes travel, for a total of $10,090.
There will also be workshop instructors contracted for 18 classes over the year.
These instructors will be paid an honorarium of $200 per class for a total of $3600.
In the event that a Spanish translator is necessary for any of the classes at the
Immokalee Library, $1000 will be contributed by the Friends for this purpose. The

The Friends of the Library of Collier County will support the project by paying for
software licensing for the computer training lab. This will consist of 12 licenses
for antivirus software ($180), 12 licenses for Windows 7 and for MS Office Suite
($600), for a total of $780. Additionally, the Friends of the Library will pay for
paper ($50) and color laser toner for the printing of class handouts and publicity
brochures ($800), for a total of $850. Participants that complete all five training
courses will be given a Kingston 2G USB drive in order to store important
documents relating to their careers. 120 USB drives will be purchased at $10 each

for a total of $120. The total budget for supplies will be $2830, all purchased
by the Friends of the Library.

Because the library computer labs are heavily used in the three project libraries and
the number of classes offered through the project would heavily impact the use of
the current public computer users at the libraries, a set of twelve HP HP Probook
4730s Notebook computers will be purchased for the project. One of the
computers will be for the instructor and another computer will serve as a backup for
the class sessions. These computers will be set up for classes in the meeting
rooms at the three project libraries in order to offer class participants a private
environment that is more conducive to the learning process. By having a separate
teaching lab for the project, regular library computer users will not be adversely
affected. Each of the twelve computers costs $929, for a total of $11,148. This
portable computer training lab will be protected in 12 soft travel cases valued at $44
each, for a total of $528. The lab will use batteries to power the computers in
order to avoid cumbersome power cables. Ten additional batteries will be
purchased at $99 each, and two battery charging stations at $404 each will be
purchased, totaling $1798. This will enable the computers to be used for several
hours in a row without switching to power cables. The total amount requested
through an LSTA grant will be $13,474.
