EXECUTIVE SUMMARY
Recommend the Collier County Community Redevelopment Agency (CRA) review CRA
staff recommendations concerning Bayshore Gateway Triangle CRA Tax Increment Fund
(TIF) grant programs and provide direction as determined by the Board
OBJECTIVE: To receive Collier County Community Redevelopment Agency (CRA) Board
direction concerning the administration of the Bayshore Gateway Triangle CRA grant programs.
BACKGROUND: The CRA Local Advisory Board has monitored the CRA Grant programs for
seven years, and routinely made recommendations to the CRA Board to improve or modify the
programs to meet the needs of the community and to adjust to changing economic conditions.
Collier County Ordinance 2002 -38 created the Grant Programs for the Bayshore Gateway
Triangle Redevelopment Area. The ordinance was amended by Ordinance 2008 -40 to include a
Fagade Grant Program for the Immokalee CRA, amended by Ordinance 2008 -61 to codify two
grant programs (Sweat Equity and Shoreline Stabilization) and create two new grant programs
(Commercial Building Improvement and Landscape Improvement), amended by Ordinance
2011 -42 to create a new grant program (Community Events).
CONSIDERATIONS: The CRA Tax Increment Financing (TIF) Grant Programs are created by
ordinance and funded annually through the Board of County Commissioner's fiscal year budget
process. The FY2012 programs are funded at $164,783. CRA staff accepts grant applications on
a first come first served basis and processes them for CRA Board review and approval. CRA
staff does not have the authority to approve or deny rg ant applications therefore all applications
that meet the grant criteria are brought to the CRA Board for approval or denial.
In view of the CRA Board's recent discussions concerning the CRA staff s acceptance, review
and submission of CRA grants for CRA Board execution, the CRA staff presents the following
recommendations for CRA Board discussion.
• Suspend and not fund the following TIF Grants until further notice:
o Shoreline Stabilization
• Sweat Equity
• Community Events
• Landscape Improvement
• Continue the following TIF Grants for FY2012:
• Commercial Building Improvement Grant (NOTE 1)
• Impact Fee Assistance Grant (NOTE 2)
• Site Improvement Grant (NOTE 3)
NOTE 1: Commercial Building Improvement Grants (50:50 match) to be allocated to existing
commercial buildings for new businesses or businesses relocating to the CRA area and
occupying vacant buildings and /or creating new jobs. Existing businesses in the CRA at the time
of this approval will have applications reviewed and approved on a case -by -case basis for major
renovations consisting of three or more improvements that exceeds $30,000 total cost. This
incentive is to attract and retain businesses /jobs and stimulate economic growth.

NOTE 2: Impact Fee Assistance Grants (50:50 match) are up to $10,000 paid for impact fees for
construction of new single family homes — after impact fee credits are applied. This incentive is
-to get new houses built on vacant lots, stabilize the neighborhood and increase the CRA's TIF
revenues (increased tax base).
NOTE 3: Site Improvement Grants to be awarded to owner- occupied residences only. Rentals,
duplexes and four unit housing applications will not be considered. The funding for this grant
shall come from, and be limited to the $25,000 grant received from the Fifth Third Bank. No
CRA TIF will be used as a match.
FISCAL IMPACT: FY2012 TIF Grant Programs were funded at $164,783. To date $12,962.50
has been encumbered through CRA Grant Agreements and $151,820.50 remains. If the February
28, 2012 BCC agenda grant applications are approved $132,810.20 will remain for FY2012.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and is
legally sufficient for Board action. -JAK
RECOMMENDATION: For the CRA Board to review CRA staff recommendations concerning
Bayshore Gateway Triangle CRA Tax Increment Fund (TIF) grant programs and provide
direction as determined by the Board.
