EXECUTIVE SUMMARY
Recommendation to reject Request for Proposal (RFP) 11 -5790 for Security Systems and Access
Programs and the associated proposal submitted.
OBJECTIVE: To reject Request for Proposal (RFP) 11 -5790 for Security Systems and Access
Programs, and the associated proposal submitted, so as to identify vendors who are able to provide and
deliver security services, parts, and related items, and security maintenance and access services.
CONSIDERATIONS: To provide reliable security services the Department of Facilities Management
solicited security firms to provide consulting, purchasing, maintenance, and repair for security service
equipment.
On November 9, 2011, RPF 11 -5790 was posted and six hundred and fifty (650) email notices were sent
out and sixty eight (68) solicitations were downloaded. One vendor, Johnson Controls, submitted a
package.
Staff believes that by redefining requirements in this solicitation, additional vendors may be able to
respond and provide more competitive proposals.
FISCAL IMPACT: Funds are appropriated annually in the budgets of the using departments for the
purchase of items from this bid.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners rejects RFP 11 -5790 for Security
Systems and Access Programs and the associated proposal that was submitted so a that a more defined
solicitation can be issued that may attract additional vendors to submit competitive proposals.
