EXECUTIVE SUMMARY
Recommendation to approve a budget amendment reallocating the existing budget between
commitment items and recognizing $2,496,614.47 of carry forward funds from the State Housing
Initiative Partnership (SHIP) Program.
OBJECTIVE: To increase the available budget for the State Housing Initiative Partnership (SHIP)
Program.
CONSIDERATIONS: Collier County received technical assistance in preparing the three past due SHIP
Annual Reports for FY 06/07, 07/08, 08/09. As a result of this technical assistance Collier County was
informed that the $2,594,635.87 balance of the 191 SHIP Trust Fund as of June 30, 2011 would need to
be expended by June 30, 2013. The revenue in the 191 Trust Fund is comprised of interest and loan
repayments from past periods that were never recognized. The budget amendment will increase the
available budget by the revenue amount of $2,496,614.47 and reallocate the existing budget of
$98,021.40 to properly fund both program strategies and administrative costs.
FISCAL IMPACT: The budget amendment recognizes $2,496,614.47 in carry- forward, which is
revenue from past periods and is available in the 191 SHIP Trust Fund. These revenues were generated
from program income - loan repayments and interest, and are available in the trust fund balance of Fund
191, SHIP.
LEGAL CONSIDERATIONS: This item does not present any legal issues and requires a majority vote
for Board action. - JBW
GROWTH MANAGEMENT IMPACT: Approval of this Budget Amendment will facilitate the
monitoring and reporting requirements of SHIP and to accomplish the goals set forth in the Housing
Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve the attached Budget
Amendment.
