EXECUTIVE SUMMARY
Recommendation to accept staffs presentation on Surface Water Management issues
within the Golden Gate Estates Area.
OBJECTIVE: To explain the history of surface water management in the Golden Gate Estates
area, existing conditions, flow patterns, growth impacts, sub - surface water withdrawal, canal
system operation and maintenance, response during storm events and future plans.
CONSIDERATION: During the January 10, 2012 regular Board meeting, Mr. John H. Marker,
a resident at 831 18 Street Northeast, petitioned the Board to investigate recent flooding in the
Golden Gate Estates Area (Item 6A). A discussion with staff and Mr. Clarence Tears, the
Administrator of the South Florida Water Management District (SFWMD) Big Cypress Basin,
followed with the Board voting to direct staff to come back to a subsequent meeting with a
presentation on the issue.
The Golden Gate Estates canal system was constructed in the 1960s for development. The Big
Cypress Basin was established in 1976. In 1979 an agreement between the County and the
SFWMD transferred operation and maintenance responsibilities to the Big Cypress Basin. The
Basin operates and maintains what is now considered the primary canal system within the
County which includes 162 miles of canals and 46 water control structures. The majority of
surface water management within the Golden Gate Estates area is accomplished by the primary
canal system. The County system within the Estates consists mainly of roadside swales which
discharge into Basin maintained canals. The canal system has a limited conveyance capacity
based on the original design. Because significant County and City water supply wells are located
in the Estates the potential for over drainage is a concern. Goals of sub - surface water supply and
aquifer recharge can sometimes be counter to those of stonnwater conveyance and flood
protection.
During the month of October 2011, the Estates area received over three times the historical
average amount of rainfall. Beginning on October 28, over a three -day period with the soil
saturated and the ground water level elevated, the area received almost six inches of rainfall.
This is approximately equal to a 10 -year rainfall event. The canal system was taxed to its
maximum capacity and flooding of surrounding areas of lower topography resulted. Once the
rainfall subsided, the maximum surface water elevation receded at the predicted rate of
approximately one inch per day. This rate of reduction is limited not only by the conveyance
capacity of the canal system but also by the low downward gradient of the slope of the land,
saturated soil conditions typical of the rainy season, and the tidal influence of the receiving
waters.
FISCAL IMPACT: Approval of this item has no fiscal impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
does not present a legal issue and only requires a majority vote for Board approval —SRT.
