EXECUTIVE SUMMARY
Recommendation to approve a Release of Lien for the Job Creation Investment Program and
Broadband Infrastructure Investment Agreements with Anchor Health Centers P.A. and Naples
Investment Group LLC.
OBJECTIVE: That the Board of County Commissioners (Board) approve a Release of Lien for the
Anchor Health Centers P.A. and Naples Investment Group LLC’s Job Creation Investment Program and
Broadband Infrastructure Investment Agreements. Anchor Health Centers P.A. and Naples Investment
Group LLC are not requesting any remaining incentive payments under the agreements and have
satisfactorily performed under both agreements during their participation in the incentive programs.
CONSIDERATIONS: On January 13, 2009, the Board approved its Advanced Broadband Infrastructure
Investment Agreement (Infrastructure Agreement), recorded on January 22, 2009, in Official Records
Book 4421, Page 4093, in the Official Records of Collier County and with Anchor Health Centers P.A.
and Naples Investment Group LLC (Employer). The Infrastructure Agreement created a lien that secures
$25,000 and imposes certain obligations against the Employer’s property.
On January 13, 2009, the Board approved its Job Creation Investment Program Agreement (Job Creation
Agreement), recorded on January 22, 2009, in Official Records Book 4421, Page 4106, in the Official
Records of Collier County. The Job Creation Agreement created a lien that secures $80,000 and imposes
certain obligations against the Employer’s property.
The Employer received $8,333.34 in incentives under the Infrastructure Agreement and approximately
$28,000.05 in incentives for the Job Creation Agreement and satisfactorily performed under both
agreements during its participation in the incentive programs.
FISCAL IMPACT: The Release of Lien for these agreements will not result in any incentive funds
being paid to this Employer. Incentive funds already have been paid. The recording of the release of the
liens of these agreements may incur a fee. Sufficient funds are available in the Economic Development
budget (001-138760) for the recording expense.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan, which states: “Collier County will support
programs that are designed to promote and encourage the recruitment of new industry, as well as the
expansion and retention of existing industries to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: To approve the Release of Lien for the Anchor Health Centers P.A. and
Naples Investment Group LLC’s Job Creation Investment Program Agreement and Broadband
Infrastructure Investment Agreement and authorize the Chairman to sign the attached Release of Liens.
