EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign two (2) State Housing Initiative
Partnership (SHIP) sub-recipient Agreements with LeeCorp Homes Inc. and Prestige Home
Centers, Inc. in the amount of $760,000 each for the admi nistration of the Demolition and/or
Replacement of Manufactured Housing.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the SHIP Program.
CONSIDERATIONS: The SHIP Program receives a percentage of statewide documentary stamp tax
revenues each year to fund local governments to create partnerships that produce and preserve affordable
homeownership and multi-family housing.
On October 10, 2017, item 11E, the Board of County Commissioners (Board) approved the amendment to
the FY2016-2019 LHAP to include the demolition and replacement of site built manufacturing housing
(post-1994) strategy. The strategy allows the County to use SHIP funds for the demolition and/or
replacement of manufactured/mobile housing. This strategy is used in lieu of rehabilitation when the home
is deteriorated to the extent that repair is unfeasible due to unreasonable costs or extensive structural
issues. The goal is to encourage revitalization and increase the supply of saf e, decent, and sanitary
housing.
The award allows approved applicants to purchase a manufactured home as replacement housing. The
maximum award is $75,000, and the funds will be secured with a mortgage and note for fifteen (15) years,
forgivable 1/3 every five (5) years.
A requirement of the program is for service providers to be contracted and procured competitively by
Collier County. The application was posted on December 1, 2017. The County sent emails to twenty-
three (23) potential applicants (a minimum) and two (2) proposals were received by the due date of
December 20, 2017. The selection committee chose the two (2) below, by consensus for a two (2) year
contract period. The selection of two (2) sub-recipients allows those served to have a choice in selecting a
service provider. The SHIP approved applicant will enter into a contract with the sub-recipient of their
choice for the purchase of a replacement housing unit of their choosing.

FISCAL IMPACT: The proposed action described in this Executive Summary has no new Fiscal impact.
The funding source for the grant is the Florida Housing Finance Corporation. Funds are budgeted within
SHIP Grant Fund (791), Project 33467 and 33525.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these agreements will allow the County to
expand affordable housing for its citizens and further the goals of the Housing Element of the Collier
County Growth Management Plan.
