05/08/2018 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid No. 17-7228 to Quality Enterprises USA, Inc. for the “Pine Ridge Road Intersection Improvements at Logan Boulevard and Airport Road” project for construction of intersection improvements in the amount of $1,428,802.78 (Project No. 33524). OBJECTIVE: To provide intersection improvements on Pine Ridge Road at Airport Road, and Pine Ridge Road at Logan Boulevard. CONSIDERATION: On July 11, 2017, Agenda item 16A9, the Board of County Commissioner’ (Board) approved a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for “Pine Ridge Road at Various Locations.” This agreement set aside funding for the project to be reimbursable up to the amount of $1,024,273 for construction and construction engineering inspection (CEI). The eastbound thru lane will be extended 2,000 feet east at Pine Ridge Road & Logan Boulevard to improve the use of the 3rd thru lane at the intersection and the intersection will be widened to provide dual left turn lanes westbound to southbound. The westbound left turn lane at Pine Ridge Road & Airport Road will be extended 300 feet to improve intersection operations. On October 21, 2017, the Procurement Services Division sent 2,560 notices to vendors for Bid No. 17- 7228, Pine Ridge Intersection Improvements at Logan Boulevard and Airport Road. On December 14, 2017, five bids were received and opened. The qualified and responsive bid results are as follows: Contractor Bid 1 Quality Enterprises USA, Inc. $1,428,802.78 2 Wright Construction $1,568,000.00 3 Owen Ames Kimball Co. $1,579,202.48 4 Preferred Materials $1,657,623.30 5 Community Asphalt $2,249,000.00 Staff and the design engineer reviewed the unit pricing on the bid tab and Quality Enterprises USA, Inc. was the lowest, qualified and responsive bidder with a bid of $1,428,802.78. The design engineer’s opinion of probable cost for the project was $993,525.10. Quality Enterprises’ bid was 43.8% higher than the Engineer’s estimate. Based on the unit costs, geographic area and local economic factors, Collier County requested additional funds to be allocated for reimbursable project costs. FDOT agreed with these factors and a Supplemental Agreement was executed on April 16, 2018, increasing the federal funding allocation for construction. As part of the LAP agreement, FDOT provided a letter of concurrence and notice to proceed on April 23, 2018. FISCAL IMPACT: Total award amount is $1,428,802.78. Funding from the Federal Highway Administration passed through FDOT in the amount of $1,303,978.70 for construction is currently available within the Growth Management Grant Fund (711), Pine Ridge LAP FPN 433176 Project No. 33524. A budget amendment in the amount of $124,824.08 is necessary to appropriate additional local funds in Transportation Gas Tax Capital Fund (313), Project 33524. The source of local funds is Gas Tax. The estimated useful life of the roadway improvements is 20 years with minimal to no repair cost during that duration of time. 11.C Packet Pg. 344 05/08/2018 GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award ITB No. 17-7228, ‘Pine Ridge Road Intersection Improvements at Logan Boulevard and Airport Road’ to Quality Enterprises USA, Inc., in the amount of $1,428,802.78, authorize the Chairman to execute the attached contract and authorize all necessary budget amendments. Horseshoe Drive Naples, FL 34104 Re: Pine Ridge Rd Intersection Improvements at Logan Blvd & Airport Pulling Rd Bid No. 17-7228 Dear Mr. Sweet: Bids to construct the subject project were received from five contractors. Bids were received from Community Asphalt Corp., Owen Ames Kimball Co., Preferred Materials Inc., Quality Enterprises USA Inc., and Wright Construction. The information that was keyed into the spreadsheet matches the hard copy bid tabs as provided by each Contractor. We reviewed the math on the bid tabs and found that the bid tabs are mathematically correct. The Quality Enterprises, USA Inc. bid was the lowest responsible bid at the total of $1,428,802.78. The next lowest bid was Wright Construction at the total of $1,568,000 (9.7% or $139,197.22 higher than the low bid). We found that the major difference between the lowest bid and the next lowest bids was the Mobilization (Pay Item No. 1). Quality Enterprises, USA Inc. bid Mobilization at $164,323.00, while Wright Construction bid it at $359,454.21. Based on the information presented, we recommend that the award of the bid go to the lowest responsible bidder, Quality Enterprises, USA Inc. The Department has verified that this firm is authorized to conduct business in the State of Florida and does not appear on the State’s Contractor Suspension List. In accordance with the Local Agency Program (LAP) Agreement, dated October 24, 2017 between the Department and Collier County for the construction of the above referenced project, you are hereby authorized to proceed with the Construction phase on this project. Services are to begin on or after April 23, 2018 and be completed on or before December 31, 2019. If Collier County is not able to meet this scheduled, the District LAP Coordinator should be notified as soon as possible. A copy of your Notice to Proceed for construction services must be uploaded into LAPIT. Collier County will also need to send an invitation for the pre-construction meeting to Charles R. Reed, Eunice Usher and me. Lastly, Collier County will send written correspondence to my attention of the commencement and completion of the phase. Please be mindful that Collier County shall be obligated to submit an invoice to the Department for the percentage of work that is complete for this project no less frequently than on a quarterly basis from the date of this NTP. Upon completion of the project phase, the Department will have forty-five (45) working days after receipt of the invoice to review, inspect and approve the project phase for payment.
