EXECUTIVE SUMMARY
Recommendation to accept an update to the After-Action Report provided during the Board’s
November 7, 2017 Workshop regarding the effects of Hurricane Irma.
OBJECTIVE: To update the Board on staff’s efforts to take mitigation measures t o reduce or
eliminate the negative impacts of future storms .
CONSIDERATIONS: On November 7, 2017 staff presented a report to the Board detailing the impacts
of Hurricane Irma and outlining steps to be taken to mitigate, reduce or eliminate, potential impa cts from
future storms and emergencies. The key issues identified included:
o Fuel shortages and distribution challenges
o Nursing and Assisted Living Facility resources
o Impacts of mass power outages
o Community Resiliency
o Sheltering Challenges
o Improvements to Public Outreach and Information
Since that time, staff has worked diligently to develop plans, improve partnerships, draft ordinances,
monitor legislative actions, purchase supplies, and place contracts in place. Staff’s report will update the
Board on the status of these activities as well as the current status of the County’s FEMA reimbursement
request.
FISCAL IMPACT: There is no fiscal impact associated with this item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue at this time, and requires majority vote for Board action. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
RECOMMENDATION: To accept the After Action Report and provide any necessary direction.

Legislative changes following Irma
u Florida Statutes require:
u All new stations, or substantial renovations, regardless of the number of pumps or
location to have a GTS or generator.
u All stations to attest to periodic testing & operational capability and provide proof to
the local emergency management director upon request.
u The local building department to withhold a certificate to occupy if a GTS or generator
is not installed at a new or substantially renovated station.
Statutes do not prohibit additional local requirements.

u Provides flexibility to incentivize installation of generators at existing gas stations with site constraints.
u Requires third-party testing under load annually to ensure operability.

u Legislation requiring generators for Nursing Homes/ALFs (96 hours fuel,
maintain 81 degrees.
u Requires cooling capability of 30 sq ft per resident. 20sq ft for ALF’s.

than June 1, 2019.
