OBJECiT _ . To expand the FMPC's duties to provide input into the interconnected issues of floodplain management, watershed management, stormwater managemst, and stormwater :water quality /quantity. CONSIDERATIONS Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program. Because the County is rated as a Class 7 or higher community within the CRS Program and there are more than ten properties in the County that have filed multiple flood insurance claims within any ten -year period, thus establishing them as Repetitive Loss Properties, the County is required to develop and maintain a Floodplain Management Plan, the purpose of which is to promote awareness of floodplain and flooding issues, identify known flood hazards, discus past flooding events, assess the current floodplain and flooding issues, and set goals along with a strategy to make the community more resistant to flooding. On July 25, 2006, the Board of County Commissioners (Board) adopted Resolution No. 2006- ^ 200 directing the County Manager to establish a FMPC. On July 26, 2011, the Board adopted Resolution No. 2011 -118 which revised the membership of the FMPC. n Committee's Scone of ReVMUn baj jg The current scope of .responsibilities of the FMPC as established in Resolution No. 2006 -200 is to "develop and at least annually evaluate and update the Collier County Floodplain. Management Plan." With the recent development of the Watershed Management Plan, the ongoing development of a Stormwater Business Plan, and the expansion of the defined floodplain with the Digital Flood insurance Rate Map (DFiRM) that was finalized by the Federal Emergency Management Agency (FEMA) on November 16, 2011, the interconnection of floodplain management, watershed management, and stormwater management issues is becoming more obvious. Expanding the responsibilities of the FMPC to include providing review input into all of these issues, and the ever present concurrent stormwater quality and quantity issues, will allow for coordinated public input to the Board. RESOLUTION NO. 06. 200 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, DIRECTING THE COUNTY MANAGER TO ESTABLISH A FLOODPLAIN MANAGEMENT PLANNING COMMITTEE WHEREAS, Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program. Because there are more then ten properties in the County that have filed multiple flood insurance claims within any ten -year period, thus establishing them as Repetitive Loss Properties, the County is required to develop and maintain a Floodplain Management Plan, the purpose of which is to promote awareness of floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess the current floodplain and flooding issues, and set goals along with a strategy to make the community more resistant to flooding; and WHEREAS, Collier County is currently rated as a Class 7 community in the CRS Program, which provides up to a 15% discount on the premium rates charged to flood insurance policy holders. As a Class 7 community, the County is required to annually provide a progress report on the accomplishment of goals in the Floodplain Management Plan, which Plan must be updated every five years; and WHEREAS, on May 9, 2006, the Board of County Commissioners recommended the establishment of a Floodplain Management Planning Committee. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: SECTION ONE: Creation and Purpose of the Floodplain Management Planning Committee. The County Manager is hereby directed to forthwith establish the Collier County Floodplain Management Planning Committee, with the responsibility to develop and at least annually evaluate and update the Collier County Floodplain Management Plan. The Committee shall adhere to the guidelines established in Section 510, et seq., of the CRS Coordinator's Manual, Edition 2006, as amended from time to time, and all meetings shall be conducted and governed by the Florida Sunshine Law. SECTION TWO: Committee Membership. The County Manager will ensure that membership of the Committee shall include representatives from County Staff, the incorporated municipalities within Collier County (but only to the extent they wish to participate), and members of the public. County Staff shall include at least one employee from each of the following departments: - Building Review and Permitting Department - Department of Zoning and Land Use - Comprehensive Planning Department - Emergency Management/Public Safety - Environmental Services Department - Engineering Services Department - Public Utilities Division - Public Information - Stormwater Management Department - Transportation Division Staff members shall be appointed by, and serve at the pleasure of, the County Manager. B. Incorporated Municipalities. To the extent that they wish to participate, the City of Naples, the City of Marco Island, and Everglades City may appoint a representative to the Committee, which representative shall serve at the pleasure of their respective municipality. C. Members of the Public. The County Manager may appoint up to ten (10) members of the public to the Committee, including residents, business owners, property owners and tenants from flood prone areas. To avoid any appearance of impropriety or conflict of interest, public members should not be involved in any way in the local building and development industry. Each public member appointee shall serve at the pleasure of the County Manager. SECTION THREE: Officers; Quorum; and Compensation The County Manager shall appoint the Chair and Vice -Chair of the Committee from County Staff. The presence of a majority of the voting members shall constitute a quorum. The Committee shall adopt rules and procedures for the transaction of business and shall keep records and minutes of meetings, findings and determinations. Public members shall not be required to prepare any reports. The non - County staff members of the Committee shall serve without compensation, but may be reimbursed for travel, mileage and/or per diem expenses onl} if approved in advance by the County Manager.
