PLUGGING AND ABANDONMENT PLAN
GOLDEN GATE WASTEWATER TREATMENT FACILITY
CLASS I INDUSTRIAL INJECTION WELL SYSTEM
COLLIER COUNTY, FLORIDA
Chapter 62-528 Florida Administrative Code(FAC)states that"an applicant for an Underground
Injection Control permit shall be required to submit a plan for plugging and abandonment(P&A)
which may include post-closure monitoring of the injection operation." The FDEP can order the
plugging of an injection well when it has been abandoned or has been"determined to be a threat
to the waters of the State." The objective of the P&A is to effectively plug or seal the borehole
and well casings,thereby preventing the upward migration of injected fluids or the circulation of
groundwaters of different qualities.
The P&A program will require the services of a qualified contractor and equipment capable of the
following:
• Mixing and pumping fluid to suppress flow and providing some form of blow-out
prevention
• Unseating and removing the FRP Injection Tubing
• Installing a cement bridge plug below the base of the Final Casing
• Installing cement tubing and pumping neat cement in multiple stages
Before any plugging and abandonment construction activities proceed, a complete MIT should
be performed on the injection well to be abandoned.A P&A permit application must be filed with
the FDEP that specifies the appropriate procedures to meet regulatory requirements.
Injection Well IW-1 P&A Plan
The well will first be "killed" by using drilling mud or a salt slurry. The annulus must be
depressurized by disconnecting the annulus pressure tank and releasing the corrosion inhibitor
(Baracor 1007").The Contractor then will unseat and remove the FRP Injection Tubing from the
final casing.The rig used will be equipped with a calibrated weight indicator to be used to monitor
the pulling weight on the tubing. The rig support equipment will be capable of handling the
maximum load anticipated for the work. After the injection tubing is cut from the header
assembly, the tubing will be lifted slowly, cut into sections and removed. After the tubing is
removed, a cementing packer will be installed to approximately 15 feet below the 18-inch O.D.
Final Casing(packer installed to approximately 2,487 feet)to isolate the well from the open-hole
section. Up to 5 feet(linear-theoretical fill)of gravel will be installed as necessary to properly set
the packer and fill any voids between the packer and the borehole wall.The depth of this fill will
be confirmed by"tagging" the top of the gravel with a wire line or work pipe.A mixture of neat
cement will be pumped through cement pipe in a small "stage"to cement the uppermost 10 feet
of open-hole and the base of the Final Casing.This stage and each successive stage of cement will
be allowed to set for 12 hours. The remainder of the final casing then will be cemented to pad
level in multiple stages.

Dual Zone Deep Monitor Well DZMW-1 P&A Plan
In the event that the injection well is abandoned, Dual Zone Monitor Well DZMW-1 may be
plugged.However,the FDEP may require sampling of the monitor zones for some period of time
after the plugging and abandonment of the injection well for post-closure monitoring.If required,
After "killing" the well, the lower monitoring zone tubing of the DZMW-1 will be plugged by
pumping enough neat cement to completely fill the open hole and tubing.The upper zone will
also be plugged by pumping enough cement to completely fill the open hole and annulus.
P&A details of IW-1 and DZMW-1 including a casing and bore hole volume calculation sheet,and
updated P&A cost,are attached.
