CONSIDERATIONS: The Housing Finance Authority is a five member authority created by County Ordinance No. 80-66 on July 29, 1980, pursuant to Chapter 159, Part IV, of the Florida Statutes as a governmental body authorized to issue tax exempt bonds. Members shall be knowledgeable in one of the following fields: labor, finance or commerce. Terms are four years. A list of the current membership is included in the backup. The appointment would be to fill the remaining term. You have informed me that Glen D. Harrell has applied for this opening, and have requested a recommendation with regard to the application. I have known Mr. Harrell for several years as the General Manager of Coastland Center Mall. The mall is one of the largest private employers in Collier County, and has made significant monetary contributions to the City of Naples in compliance with affordable housing mitigation requirements in the Coastland Center DRI Development Order. For this reason, mall management has a keen interest in affordable workforce housing, along with the attendant issues of workforce transportation and workforce childcare. Mr. Harrell is knowledgeable about these issues with an appreciation of their impact on the community. The Housing Finance Authority Act provides that a majority of the members be knowledgeable in the fields of either labor, finance, or commerce, and Mr. Harrell's experience fulfills this requirement. Mr. Harrell's private employment does not create a conflict with his duties as a member of the Authorit■. For the reasons stated above the appointment of Glen D.
