EXECUTIVE SUMMARY Recommendation for the Board to authorize the necessary Budget Amendment in the amount of $45,842 for unanticipated building repairs related to the EMS#3 Helicopter Operations Hanger. OBJECTIVE: To obtain approval for funding of $45,842 to conduct building repairs at EMS #3 Helicopter Operations to resolve indoor environmental quality and structural items. CONSIDERATIONS: The Department of Facilities Management is responsible for the indoor air quality, maintenance, repair, capital replacement, and construction of 708 County facilities, including the EMS #3 Helicopter Operations building which houses county employees and the County's EMS helicopter. On June 17, 2013, an EMS employee placed an indoor air-quality service request (#201318021) to have the building inspected due to multiple complaints regarding sinus issues. An investigation was conducted resulting in the discovery of rodent infiltration and related damage to the suspended ceiling throughout the building. In addition, multiple deficiencies regarding the structure were discovered during the inspection, including: • Water penetrating the building due to damaged sliding hanger doors and jamb flashing. • Hanger doors not opening smoothly, requiring each motor and wheel in the hanger system to receive proper lubrication. • Numerous building envelope penetrations throughout exterior walls and in between joints. • Penetrations in the structural firewalls. • Damaged insulation panels throughout the building, including damaged A/C ducts and A/C drain line insulation. In-house personnel attempted to conduct the necessary repairs; however, the scope grew to the level that required a general contractor. The proposed recommendation is to have a general contractor repair all of the items of concern. Work will be completed by the top ranked contractor, Wright Construction Group, In;,., from the County's "Annual Contract for General Contractor Services," Contract # 10-5510. For projects under Fifty Thousand Dollars($50.000) one proposal was required. Due to the nature of the incident, staff has started the mitigation process with available funding within the County-Wide Capital Projects Fund 301. FISCAL IMPACT: A Budget Amendment in the amount of $45,842, decreasing reserves and increasing Project Number 52525 (General Building Improvements), County-Wide Capital Projects Fund. Source of funds is a transfer from the General Fund. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval.—CMG GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action.
