EXECUTIVE SUMMARY
Recommendation to provide after-the-fact approval for the submittal of a Holiday Wishes
grant application to the Petco Foundation for an animal welfare grant in an amount of up
to $100,000.00.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to
submit a Holiday Wishes grant application to the Petco Foundation to expand programs and
other services and upgrade facilities at Domestic Animal Services.
CONSIDERATIONS: Petco Foundation, in association with Halo, Purely for Pets (a pet food
company), offers grants to animal welfare organizations and animal shelters to fund efforts to
find permanent homes for shelter animals, assist with spay/neuter efforts and save the lives of
animals in need. The funds in this grant application will be used to upgrade adoption areas,
improve animal living areas and expand programs.
Staff first learned of this grant opportunity on Wednesday,November 13, 2013. In order to meet
the November 22, 2013 application deadline, it was necessary to utilize the after-the-fact grant
approval process. Collier County CMA #5330 authorizes the County Manager to approve the
submittal of grant applications with subsequent Board of County Commissioners action at the
next available Board meeting to ratify the approval as "after-the-fact." The County Manager
approved the submittal of the application on November 18, 2013.
The required documents were submitted electronically by staff on November 21, 2013.
FISCAL IMPACT: Grants are offered in amounts ranging from the top award of$100,000.00
to $10,000.00. No local match is required as a part of the grant. A budget amendment will be
required to recognize the funds should Petco award the grant to Domestic Animal Services.
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts
associated with this item.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the
funds if the grant is approved. Accordingly, this Office has no issue with respect to the form and
legality of this request, which requires a majority vote for Board action. -JAB
RECOMMENDATION: That the Board of County Commissioners provide after-the-fact
approval for the submittal of a Holiday Wishes grant application to the Petco Foundation for an
animal welfare grant in an amount of up to $100,000.00.

Additional grants will be awarded to competition finalists in the following amounts: $50,000
for 2nd place winner, $25,000 for 3rd place winner and five and ten thousand dollar grants to
ten runner-up organizations.
The Holiday Wishes Grant Campaign is open to all U.S. animal welfare organizations dedicated
to finding homes for animals homes for the holidays.
The application process is simple. All organizations that provide adoption services, including
governmental animal services and shelters and all sizes of private IRS recognized 501(c) (3)
non-profit organizations may apply. Organizations just need one good success story, including
photos, and basic organizational information.

Application Guidelines:
1. Application Period —Applications will be accepted online from through
November 22. All applications must be completed and submitted by 5:00 pm PST
11/22/13. The Petco Foundation recommends that all organizations complete
applications in advance of the deadline, as the Foundation will not be responsible for
online system issues or questions that arise during the application process.
2. Multiple applications—Organizations may submit multiple applications/stories in the
competition. For each story, the organization will submit a new application. There is a
limit of five (5) applications per organization. However, only one grant per organization
will be awarded. Submitting multiple applications may increase your likelihood of
success.
3. Organizational information — Organizations will be required to submit proof of IRS 501
(c) (3) non-profit status, basic financial information and organization animal statistics as

part of their application. We asked that you complete the application to the best of
your ability.
4. Story Guidelines - Applications must tell one story about an animal saved by the Nttoe
organization within the past two years (after July 1st, 2011). The story should exemplify
the work of the organization to save the lives of animals in need in their community.
Story narratives are limited to 500 words. We recommend that your submission be
short, concise and explain as much of the following information as possible: the
condition of the animal on intake, any known information about why the animal was in
a situation of need, the work that your organization did to save the animal, and any
information about the new home and family. You may submit stories about animals
currently in foster homes; provided, your organization is actively seeking a permanent
home for the holidays.
5. Content requirements—All applications require at least one photo to be submitted with
the application. Videos and any other relevant content will be accepted. Although we
have no specific photo quality requirements, the quality of the photos, videos and other
submission content may be considered in reviewing applications. We recommend all
applications include a photo of the animal in its new home where it will be spending this
holiday season (this can include a foster home, if the animal is not currently adopted).
We recommend that videos be submitted via a youtube or other link to enable our
system to accept the file.

Domestic Animal Services is applying for a grant in the amount of up to$100,000 from the Petco
Foundation to upgrade adoption areas, improve animal living areas,and expand department programs.
The Petco Foundation in association with Halo,Purely for Pets(a pet food company)offers grants to
animal welfare organizations and animal shelters to fund efforts and save the lives of animals in need.
At DAS on Davis Blvd,three cat rooms need painting and better furnishings in order to make the rooms
more cat friendly, and make the rooms more appealing to the public,which would increase adoptions.
Funding will also be used to renovate a cat holding facility to redesign some areas so more cats can be out
of cages and in open areas. New dog beds will be purchased that are more appealing and funding will be
used to setup a Seniors for Senior adoption program for older dogs similar to the one in existence for
cats.
The application requires the applicant to submit up to five animal adoption success stories that occurred
over the past two years. The application must be submitted online,your approval will authorize Domestic
Animal Services to submit the online application to the Petco Foundation.
Domestic Animal Services became aware of this funding opportunity on November 12,2013;the
