EXECUTIVE SUMMARY
Recommendation to acknowledge termination letters from Disaster Recovery Initiative and
Disaster Recovery Enhancement Grant subrecipients Collier County Housing Authority (CCHA)
and Immokalee Housing and Family Services (IHFS) for projects in the amounts of$1,359,966.72
(2 projects) and $90,000, respectively. Reprogramming of grant funds will be presented to the
Board at a future meeting.
OBJECTIVE: To acknowledge termination letters from Disaster Recovery Initiative and Disaster
Recovery Enhancement Grant subrecipients and move forward with an application for new projects.
CONSIDERATION: On May 25, 2010 the Board of County Commissioners (Board) approved Disaster
Recovery Initiative (DRI) Grant agreement #10DB-D4-09-21-01-K09 between Collier County and the
Florida Department of Economic Development (DEO). On January 1, 2012 the Board approved Disaster
Recovery Enhancement Funds (DREF) Grant agreement # 12DB-P5-09-21-01-K09 between Collier
County and the DEO.
CCHA and IHFS have requested termination of subrecipient agreements that are associated with
the aforementioned grants. Their termination letters are attached as part of this item. Section VI.
H.2. of each subrecipient agreement may allow either party to terminate for convenience. This is
consistent with 24 CRF 85.44 governing the grants.

The termination of these agreements has impacted the County's ability to expend funds within our current
grant term and will require additional administrative action.
Housing, Human and Veteran Services will be releasing an application for available funding in
December. All future projects will require a modification to the Disaster Recovery grant agreements
between Collier County and the DEO and will be presented to the Board to formally cancel the projects
and replace with a new project(s). Time extensions on the grants may be requested with the modifications
as well to allow for new project(s)completions.

FISCAL IMPACT: Disaster Recovery Enhancement Funds (DREF) and Disaster Recovery
Initiative (DRI) grant funds are available within the Housing Grants Fund 705, Projects 33191
and 33104. A total amount of$1,449,966.72 will be rewarded at a future date.
GROWTH MANAGEMENT IMPACT: Cancellation of these projects will avoid project failure and
allow for reprogramming for other project(s) to further the goals, objectives and Policies within the
Housing Element of the Growth Management Plan.
LEGAL CONSIDERATION: This item is to bring the termination letters to the Board's attention and
inform the Board that reprogram of the monies will be brought to a future Board meeting for
consideration. The subrecipient agreements do not require Board approval for termination.
As such,Board action is not necessary. -JAB

agreement for the Disaster Recovery Initiative Grant #10DB-D4-09-21-01-K09.
As previously expressed in email correspondence dated October 22, 2013, we have not been able
to secure the financial commitment needed to fund this size project that would allow us to
proceed with this project.
This decision also factored in our immediate capacity and continued need to resolve the
outstanding projects we currently have under contract with Collier County.

Dear Ms. Grant,
After careful thought and deliberation I have decided to withdraw INPH, Inc. d/b/a IHFS from
participation in the Carl Kuehner(Timber Ridge)Community Center Generator project DRI 08-07.
I have concerns that implementing this project could have serious financial consequences for
IHFS if the funding that IHFS puts forth is not reimbursed by the Clerk of Courts office in a timely
manner. IHFS does have a line of credit which we would borrow from in order to implement this
$90,000 activity. However, I cannot run the risk of slow or no County reimbursement to our small
organization.
Lisa Oien and staff have worked hard to get us to the point of implementation but I cannot run
the associated financial risk with funding reimbursement.
I hope that IHFS will continue to have the opportunity to implement two small CDBG funded
grant projects that can provided much needed improvements at our two rental properties; CDS
13-03 ($18,250) and 13-04 ($13,500). Any potential delays in reimbursement from these projects
would cause difficulty but would not have the same fiscal consequences that the DRI Generator
posses for IHFS.
