EXECUTIVE SUMMARY
Recommendation to approve a work order under Request For Quotation 08-5011-107, in the
amount of$377,369, to Douglas N. Higgins, Inc., for the South County Regional Water Treatment
Plant Odor Control Blowdown Disposal,Project No. 70104.
OBJECTIVE: Maintain a reliable treatment process to meet the potable water demand, and remain in
compliance with all regulatory requirements at the South County Regional Water Treatment Plant
(SCRWTP), which serves customers throughout the Collier County water service area.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners
(Board) adopted the 2008 Water Master Plan Update that identified the requirements for odor control
improvements. The proposed scope of work is consistent with the 2008 Water Master Plan Update,
Project 70020, "SCRWTP Sewer Force Main Odor Control," Section 8, Table 8-2, page 2 of 5, line 51;
and with the 2010 Potable Water CIP(dated October 5, 2010)Update,page 3 of 4, line 90,as identified in
the 2011 User Fee Rate Study. A new project number, 70104, was created in FY13 to consolidate all
water plant compliance assurance projects, including the odor control improvement projects.
The SCRWTP produces two waste streams: 1) high-salinity concentrate that results from the membrane
treatment processes; and, 2) the caustic blowdown that results from the odor control process. The
concentrate is disposed of via one of two deep injection wells. Presently, the blowdown waste stream is
disposed of via the sanitary sewer system; however, fouling of wastewater pumps, pipes, and valves has
occurred due to blowdown chemistry. The blowdown is an industrial waste that does not currently meet
the conditions of Collier County's Industrial Pretreatment Ordinance No. 2012-13.
The scope of this project provides for the injection of sulfuric acid into the SCRWTP blowdown
industrial waste stream, which will lower the pH to a level compatible with the plant concentrate so that
both waste streams may be blended and disposed of via deep injection well without fouling. The change
in blowdown industrial waste stream disposal was reviewed by the Florida Department of Environmental
Protection and it confirmed that no permit or permit modification is required. This project will result in
the most cost-effective method of blowdown disposal, although further modifications may be required to
increase process reliability. There is a similar project for the North County Regional Water Treatment
plant, which is proposed to accomplish the same goals. However, each plant has unique building
footprints and piping configurations, which affect the specifics of the design and subsequent construction.
Request for Quotation number 08-5011-107, "SCRWTP Odor Control Blowdown Disposal," was posted
on October 4, 2013, and distributed to all vendors of the Fixed-Term Underground Utilities Contract 08-
5011 via the County's electronic bid process. Of the five vendors notified, four submitted quotations for
this project by the November 6, 2013 deadline. The quotations received are summarized in the table
below:

Staff and local engineering consultant, CPH Engineers, Inc., determined that the lowest bid is fair and
reasonable, and recommend awarding the work order to Douglas N. Higgins, Inc. The bid is
approximately 28 percent below the project consultant's $526,128.00 opinion of probable cost. The
Purchasing Department concluded that bidding was competitive and representative of market conditions.
The quote summary, chart, engineer's letter of recommendation, and work order are attached
(Attachments 1, 2, 3, and 4,respectively).
The request for proposal informed the bidders there might be unforeseen conditions associated with the
project. The project cost incorporates an allowance of $40,000 that includes, but is not limited to,
undocumented underground infrastructure, as determined by staff, which may be encountered during
construction. The price for any additional work shall be negotiated prior to commencement in accordance
with the county's Purchasing Policy and the terms of the agreement.
FISCAL IMPACT: Funding is available in, and is consistent with,the FY2014 Capital Budget approved
by the Board on September 19, 2013. The source of funding is Water User Fees (412). Funds are
available in Project 70104, Water Compliance Assurance Project. The total capital cost to implement this
project is $377,369.00. The operating budget impact of the completed project is reflected in the table
below. The operating budget funding source will be user fees.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, (a) approve Request for Quotation 08-5011-107 in the amount
of$377,369.00 to Douglas N. Higgins, Inc., and, (b) authorize the Chairwoman to sign and execute the
work order after approval by the County Attorney's Office.

Engineer's Bid Review
Dear Ms.Abbott:
The County received bid packages from four (4) contractors for the South County Regional Water
Treatment Plant (NCRWTP) Odor Control Blowdown Disposal Project. This project involves the
installation of a new 8-ft diameter precast concrete lift station coated with an IET coating system to
reduce corrosion. The lift station will be equipped with two submersible pumps, one duty and one
standby. Blowdown water from the 2-stage chemical scrubbers will be gravity fed into the proposed lift
station by new gravity sewer mains. The blowdown water will be pumped from the proposed lift station
through a new 3-inch force main. In the discharge piping, sulfuric acid will be injected to reduce the pH
for disposal in the deep injection well system. Controls for the pump station will be handled by a new
PLC. The plant staff will have the ability to manually bypass the deep injection system for disposal into
the County's sewer system, during emergency scenarios. The bid tab provided by the County is detailed
below.

Based on our review of the available data (bid pricing) and the fact that Douglas N. Higgins, Inc. is one of
the County's pre-qualified contractors, we have no objection to the County proceeding with the award of
the bid to Douglas N. Higgins, Inc. in the amount of $377.369.00, which includes the County's
$40,000.00 allowance. All of the bidders' costs for construction were lower than CPH's Opinion of
Probable Construction Cost (OPC). The engineer's OPC for the Odor Control Blowdown Project was
over by approximately 20%, based on the average price of all four bidders. Our OPC was based on
pricing supplied by vendors and current construction projects with similar components.
Through our review of the bids, the only major line item difference between the Engineer's OPC and the
contract pricing is in the precast concrete lift station. The pricing utilized for the OPC was obtained from
manufacturer's equipment costs for the pump, rails, and appurtenances. The cost for the IET coating
system was taken from the bids received for the North County Sulfuric Acid Injection Improvements

Project for Blowdown Disposal,and the precast concrete wet well pricing was taken from a recent project
within the last 12-months.
Please note that we have not reviewed any references for the lowest bid; however this should not be
required since Douglas N. Higgins, Inc. is a pre-qualified contractor for the County. If such a review is
