EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, as the Collier County Community
Redevelopment Agency (CRA), approve the attached Change Order 2 to Contract No. 12-5896
between the CRA and David Corban Architects,PLLC for Design Services associated with the First
Street Zocalo project in Immokalee. This change is limited to project completion date and has no
fiscal impact.
OBJECTIVE: To extend the project completion date set forth in Contract No. 12-5896 between the CRA
and David Corban Architects, PLLC for Design Services associated with the First Street Zocalo project in
Immokalee.
CONSIDERATIONS: On November 13, 2012, agenda item #14B3, the BCC voted to approve contract
#12-5896 with David Corban Architect,PLLC for Design Services associated with the First Street Zocalo
project in Immokalee. These services are entirely funded by a Community Development Block Grant
administered by Collier County.
On October 8, 2013, agenda item #16D8, the BCC approved an amendment to the related subrecipient
agreement that extended the project completion deadline to May 31, 2014 so that the CRA would have
adequate time to construct the public facility. On October 14, 2013 Change Order 1 was administratively
approved to extend the project completion date to October 29, 2013. The deadline in the proposed
Change Order matches the amended grant expiration date of May 31, 2014.
FISCAL IMPACT: This item has no fiscal impact. Funding for the project has been previously
approved and is from Collier County Community Development Block Grant (CDBG) #B-10-UC-12-
0016; Sub-Recipient Project#CD10-13,Immokalee CRA Public Facility First Street Plaza, $810,000.
GROWTH MANAGEMENT IMPACT: The development of the downtown public plan furthers the
programs and projects within the budgetary and policy guidance and directives of the CRA and the Board
of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Element of the Growth
Management Plan which reads as follows: "The Immokalee Area Master Plan addresses conservation,
future land use,population,recreation,transportation,housing, and the local economy. Major purposes of
the Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of
blighted areas and the promotion of economic development."
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
RECOMMENDATION: That the Board of County Commissioners approve the attached Change Order
No. 2 for agreement No. 12-5896 for Design Construction Documents, Civil Site Design (SDP
Permitting), Permit and Bid Services and Construction Administration and Related Services for the First
Street Zocalo for Immokalee to David Corban Architect, PLLC.

longer than originally calculated by former staff on this project. In addition, the
bids,which were recently received, came in higher than the construction
budget will allow.
Therefore, additional days are needed in order to amend our grant agreement
with HHVS increasing the project funding,while also securing the construction
administration services of the Architect of Record for the duration of the
projects construction phase.
We would like to extend the David Corban Architect, PLLC performance period
accordingly so that we can use them for Construction Administration services.
