12/10/2013 10.E. EXECUTIVE SUMMARY Recommendation that the Collier County Board of Commissioners direct staff to work with the Southwest Florida Soccer Foundation ("SWFSF") as it seeks to develop a state of the art soccer facility in Collier County. Collier County, as a community is committed to healthy living and sports excellence. In its quest to achieve both objectives, Collier County government recognizes the importance of growing sports facilities including but not limited to sports parks. The positive consequence of investing in sports facilities is not limited to the promotion of health and physical fitness, but also is a major economic development driver for the County as promoted through the County's sports marketing department. SWFSF intends to make a major investment in Collier County in the form of a soccer complex that will include outdoor fields, an indoor stadium and an outdoor stadium. The intent is that Collier County government will joint venture with SWFSF in this project, since the County's parks budget is limited. By joint venturing with the private sector, the County will have the opportunity to be a part of a complex it would otherwise not be able to build on its own. The County's participation would be limited to providing a rent abated County site for the facility and to support SWFSF efforts to obtain an industrial revenue bond. All other costs of construction and operations will be borne by SWFSF. Since this project is considered an economic development project as well as a parks project, it is unique in its nature. The hope is that this will be the first of such sports driven public- private partnerships which in the future could possibly include velo, baseball/softball, swimming, basketball, lacrosse etc. OBJECTIVE: That the Collier County Board of Commissioners direct staff to work with The Southwest Florida Soccer Foundation ("SWFSF") as it seeks to develop a state of the art soccer facility in Collier County; that this project be viewed as a future joint venture between SWFSF and Collier County government similar to the successful joint venture between the Children's museum and Collier County government. CONSIDERATIONS: Over the past few years, it has become self-evident that Collier County residents are committed to healthy living and to athleticism at all levels and for all ages. Due to the recession,the County was limited in the number of sports facilities that it could develop. The idea of government joint venturing with the private sector is now recognized as a smart way for government to leverage its resources and be able to give more back to the community. The Children's Museum located on the North County Regional Park site is an example of such a success story. The County leased the underlying land to the museum and provided a rent abatement, while the museum raised the funds needed to build the facility. Similarly, SWFSF will partner with the County to build a soccer complex. SWFSF has wide spread community support for its proposed project, including but not limited to the Collier Optimist soccer club. SWFSF has promised $1 million as start up funding to bring this project to fruition. With such passion and commitment, Collier County will become a sports destination to be reckoned with. Southwest Florida Soccer Foundation Executive Summary Adrenaline Collier County Athletic Park The Southwest Florida Foundation is a Not-For-Profit 501© 3 Company located in Collier County. Our mission is to create a fun, safe, state-of-the art full service athletic facility for the Collier County Community.All facilities and fields are to be privately funded. There will be three phases of construction with each phase providing funding for the subsequent phase. The facility shall be operated by licensed, experienced, local personnel. Phase I Build four full size soccer fields and a stone parking lot. One of the fields will be lit using lights, which do not encroach on the private property in the area. - The fields will be set back so all playing areas are separated from traffic zones. - The parking lot, constructed of stone, shall be at the front of the field complex for safety to all participants.
