EXECUTIVE SUMMARY
Recommendation that the Collier County Board of Commissioners pledge its support to the
regional economic development initiative known as the Southwest Florida Economic
Development Alliance ("SWFEDA") as a Cornerstone member in the amount of $10,000
per year for the next three years. The intent of the alliance is to join the separate
organizations in Southwest Florida that work on economic development efforts at the
County and city levels in order to promote the region. The regional organization will
develop the region's brand that will serve to attract companies and their site selectors,
since they look at regions, not city and County boundaries. Additional benefits of
membership will include the County's logo on the regional website, along with other
information about Collier County, the right to use the SWFEDA logo,the County's logo on
SWFEDA print material, participation in the roundtables, and recognition at regional
economic development events. The County will be officially recognized as a promoter and
supporter of regionalism, all in the interest of economic growth and prosperity.
OBJECTIVE: That the Collier County Board of Commissioners pledge its support to the
regional economic development initiative known as the Southwest Florida Economic
Development Alliance ("SWFEDA") as a Cornerstone member in the amount of $10,000 per
year for the next three years.
CONSIDERATIONS: On November 8, 2013, SWFEDA hosted a regional economic
development forum at Florida Gulf Coast University. SWFEDA founding members provided an
overview of SWFEDA (which will be presented in short form to the Board of Commissioners at
the December 10, 2013 board meeting), and a demonstration of the website under development.
Richard Broome of Hertz Corp then presented on how Hertz selected the region for its' corporate
headquarters. At the conclusion of the meeting, a request for support was made. Commissioner
Hiller offered to carry the request to the County's Board of Commissioners. The offer was
matched by elected leaders from Lee County, the City of Naples, and the City of Bonita Springs.
It is essential that city and County governments join the private sector in the regionalism
initiative. It was further recommended that each city and County designate a board/council
member as the liaison to SWFEDA. Collectively, we will brand and promote Southwest Florida
in the interest of economic growth and improved prosperity.
FISCAL IMPACT: $30,000 from the General Fund to be paid in three installments of$10,000
per year, commencing with calendar year 2014.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Fla.
Stat. Sec. 125.045 specifically authorizes counties to expend public funds to attract and retain
businesses, which is the stated purpose of this Alliance. Accordingly, this item is approved as to
form and legality. With that said, although the present intent of the Board may be to enter into a
three year commitment, future payments will be subject to Board appropriation. -JAK

Southwest Florida Economic Development Alliance
Introduction
❖ Currently,there are separate organizations in Southwest Florida that work on economic
development efforts at the county and city levels.These organizations work to attract companies
to their jurisdictions. But companies and their site selectors do not look at county or city
boundaries;they look at regions.
❖ There is no regional organization or regional brand for Southwest Florida.All other major areas
of the state,and many within the nation,have a regional structure and a regional brand.
❖ The Southwest Florida Economic Development Alliance is a regional effort,initially focused on
Collier and Lee counties,with a purpose to create an organization to brand,market and promote
the region based on the following principles:

o By combining our marketing resources,we can be more effective.
o By marketing the region instead of specific political jurisdictions,we can get the attention
of larger companies through showcasing our more impressive, combined regional
demographics.
o By working closely and cooperatively with other economic development entities and
chambers in Southwest Florida,we can share information and fairly represent all of our
political jurisdictions. Local organizations will continue to work directly with prospective
companies to sell the benefits of their specific locations.
• An additional focus of the effort is community outreach and education on economic
development,along with convening community leaders to inform and address regional issues.
❖ Business and economic development leaders in both counties,in conjunction with Florida Gulf
Coast University,have been working for more than a year to explore this opportunity. Research
has included studies of best practices and discussions with elected officials and key stakeholders
to define and confirm the need for the effort and direct our mission.
Where We Are Today
Alliance organizers are currently working with private and public sector stakeholders to develop a three-
year operating plan. Several other important components are well underway:
❖ An extensive,regional data repository has been created by the FGCU Regional Economic
Research Institute to address the information required by professionals in the site selection
process.The data covers Lee and Collier counties, as well as Hendry, Glades and Charlotte
counties.

❖ The regional data is a central focus of a website to be operational in January 201.4 to market
Southwest Florida as a branded region to site selectors and companies interested in relocation or
expansion.
❖ A fundraising strategy has been created that leverages private-sector funding to successfully
launch the initiative as we continue to build support within the public sector.
❖ A communications plan has been developed to engage the community, share information and
develop buy-in among the various stakeholders.Programs have included ongoing forums,
stakeholder sessions and one-on-one meetings with decision makers.
We Need Your Support
We are at the launching point for this effort, and we need the support of business leaders who
understand the tremendous impact companies like Hertz have on our region,and who know what it
takes to create jobs and stimulate the economy in a meaningful way.With a committed,focused effort to
create a regional organization with regional data and a regional brand,we can elevate the attention to
our region and ultimately diversify our economic base.
Please consider joining our Founding Investors in making a three-year commitment.As we successfully
implement the operating plan,your long-term support will help create a stable entity that can effectively
seek revenue from additional sources,including public and civic sectors. During this time,we will also be
working to bring other counties into the effort.
