EXECUTIVE SUMMARY Recommendation to approve a Diabetes Awareness Day Fair that will be hosted by the Collier County Black Affairs Advisory Board to be held at the Golden Gate Aquatics Center Park, January 25, 2014. OBJECTIVE: To bring awareness to the African American community primarily and others of the perils of diabetes and the impact that it has on the African American Community in particular. CONSIDERATIONS: The American Diabetes Association has declared that African Americans are disproportionately affected by diabetes. It says that 4.9 million, or 18.7 percent of all African Americans aged 20 years or older have diabetes. Additionally, African Americans are 1.8 times more than likely to have diabetes than non - Hispanic whites. Diabetes is associated with an increased risk for a number of serious, sometimes life - threatening complications, and certain populations experience an even greater threat. Good diabetes management, according to the American Diabetes Association, can help reduce the risk, however, many people are not even aware that they have diabetes until they develop one of its complications such as blindness, kidney disease and amputations just to name a few. On July 22, 2013, at the monthly meeting of the Black Affairs Advisory Board, a motion was made to petition the Board of County Commissioners to present a proclamation in November in recognition of Diabetes Awareness Month. In addition to the proclamation, since the numbers were so alarming, the group voted to go a step further, with the Board of County Commissioners approval, to have an event that would help the citizens of this community identify the problem and point them in the direction of assistance. The Black Affairs Advisory Board would serve merely as a conduit to the educational and health care organizations contacted to provide information, education, and testing for individuals. r1. A core function of the Black Affairs Advisory Board, as codified in Section 2 -952 of the Collier County Code, is to "identify and evaluate problems unique to the black community." The Black Affairs Advisory Board believes that hosting this event is consistent with that mission. FISCAL IMPACT: There is no fiscal impact for this event. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. There is no express authority in the Black Affairs Advisory Board Ordinance to host any type of public event. Implicit to every advisory board, however, is the ability of the Board of County Commissioners to utilize that board's special knowledge and expertise. Accordingly, this item is approved as to form and legality, requiring a majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: None.
