EXECUTIVE SUMMARY
Recommendation to accept a corrected Resolution establishing a speed limit of forty (40) mph
for Rattlesnake hammock Road (CR 864) from Collier Boulevard (CR 951) east to the future
Benfield Road.
OBJECTIVE: To obtain Board of County Commissioners (Board) acceptance of a corrected
Resolution establishing a speed limit on Rattlesnake Hammock Road (CR 864) east of Collier
Boulevard (CR 951).
CONSIDERATIONS: This item was previously brought before the Board at its October 22, 2013,
meeting as item 16A7, and subsequently approved. However, as a result of an administrative error,
the wrong resolution was attached as backup for that item. Attached is a corrected resolution that
accurately comports with the Board's prior acceptance of the traffic investigation study and approval
of a change of the speed limit on Rattlesnake Hammock Road. A brief background of the request
supporting the previous approved agenda item follows.
The extension of Rattlesnake Hammock Road east of Collier Boulevard is being constructed by a
private developer as a requirement of the Hacienda Lakes Development of Regional Impact (DRI).
The Traffic Operations Section and the Transportation Planning Department, both of the Growth
Management Division, reviewed an engineering and traffic investigation study prepared by
Trebilcock and Associates to determine the appropriate speed limit on Rattlesnake Hammock Road
east of Collier Boulevard.
Florida Statutes require that the proposed speed zone values as outlined in Sections 316.183 and
316.189 be based upon an engineering and traffic investigation study. Upon completing an
engineering and traffic investigation study, Section 316.189 F.S. provides that the Board may set
speed zones after the investigation determines such a speed is reasonable and in conformity to criteria
promulgated by the Florida Department of Transportation. The completed engineering and traffic
investigation study found that a speed limit of 40 mph on Rattlesnake Hammock Road east of Collier
Boulevard to the future Benfield Road is warranted and that the proposed speed limit is reasonable
and in conformity with the defined criteria.
FISCAL IMPACT: The cost of installing the speed limit signs will be borne by the developer
improving the roadway. No public funds are required to implement these improvements.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.
RECOMMENDATION: That the Board accept the corrected Resolution establishing a speed limit
of 40 mph for Rattlesnake Hammock Road (CR 864) from Collier Boulevard (CR 951) east to the
future Benfield Road, and authorize the Chairwoman to execute the Resolution.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLER
COUNTY, FLORIDA, AUTHORIZING A SPEED LIMIT FOR RATTLESNAKE
HAMMOCK ROAD (CR 864) FROM COLLIER BOULEVARD (CR 951) EAST TO THE
FUTURE BENFIELD ROAD EXTENSION.
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners (BCC) to establish speed limits on roads under its jurisdiction; and
WHEREAS, Rattlesnake Hammock Road (CR 864) east of Collier Boulevard,
currently under construction, will be a county road following final acceptance and will fall
under the jurisdiction of the BCC; and
WHEREAS, in accordance with Section 316, Florida Statutes, the BCC may
establish speed limits as may be appropriate upon the basis of an engineering and
traffic investigation; and
n WHEREAS, the results of such engineering and traffic investigations determined
that the below proposed speed limit is reasonable and safe under the conditions that will
exist and will conform to criteria promulgated by the Florida Department of
Transportation and Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The BCC does hereby establish a 40 miles per hour (40 mph) speed limit on
Rattlesnake Hammock Road (CR 864) from Collier Boulevard (CR 951) east to
the future Benfield Road Extension and does hereby direct the County Manager
or his designee to have the permittee improving this roadway erect the
appropriate speed limit signs giving notice thereof.
2. A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office
for proper enforcement of the established speed limit for the designated roadway.

3. The effective date of the speed limit shall be after written notification to the
Sheriffs Office, upon completion and acceptance of the roadway improvements
under construction and the posting of the appropriate signage.
This resolution adopted after motion, second, and majority vote favoring same this 12nd
day of November, 2013.

Roadway Description - Background
Trebilcock Consulting Solutions has conducted an engineering traffic study to
determine the appropriate speed limit along Rattlesnake Hammock Rd. extension
(CR 864), from Collier Blvd. (CR 951) to potential future Benfield Road Extension.
The study segment is approximately 1.3 mi in length. For a location map, refer to
Fig. 1.

The establishment of speed limits on county streets and highways, including any
alteration and posting of speed limits, as set forth in Section 316.189 — Florida
Statue, must be based on an engineering and traffic investigation that determines
such a posting is reasonable and in conformity to criteria promulgated by the

Florida Department of Transportation (FDOT). The primary intent for establishing
a speed zone is to improve vehicular and pedestrian safety by reducing the
probability and severity of crashes. A speed limit sign notifies the driver of the
maximum and /or minimum operating speed that is considered reasonably safe in
optimum weather and visibility conditions. It is intended to establish the standard
speed limits within which a normally prudent driver can perceive and react safely
to driving problems encountered on the roadway. FDOT – Topic #750 - 010 -002 –
Speed Zoning for Highways, Roads and Streets provides guidelines and
recommended procedures for establishing uniform speed zones on State,
Municipal and County roadways throughout the State of Florida.
Section 336.045 of the Florida Statues requires that "Manual of Uniform
Minimum Standards for Design, Construction and Maintenance for Streets and
Highways" (aka Florida Greenbook), be utilized for all public roads in the state
unless a municipality or county has adopted other criteria. Collier County utilizes
this manual for all of the roads in its highway network. The standards within the
Manual are intended to provide basic guidance for developing and maintaining a
highway system with reasonable operating characteristics and minimum number
of hazards. The Manual states that the safety characteristics of the design should
be given primary consideration.
Rattlesnake Hammock Road extension has implemented a design speed of 45
mph to determine various geometric features of the roadway (turn lanes length,
alignment, sight distance, clear recovery zone etc.). Based on Florida Greenbook,
the design speed shall not be less than the expected posted or legal speed limit. A
design speed 5 mph to 10 mph greater than the posted speed limit will
compensate for a slight overrunning of the speed limit by some drivers.
Per FDOT District 1– Federal Functional Classification Study, Rattlesnake
Hammock Road is functionally classified as a Urban Collector, connecting Tamiami
Trail East/ US 41 (SR 45) on the west to Collier Boulevard (CR 951) on the east, in
Collier County. Please refer to Appendix A: FDOT District 1– Collier County
Functional Classifications.

Roadway Characteristics — Access Management
The access management spacing recommended for the study segment is based on
Collier County's Access Management System for Arterial and Collector Roadways
— Resolution # 01 -247. Based on this policy, the proposed roadway segment fits
into access class 5 with median restrictions.
Rattlesnake Hammock Road extension was designed as a four -lane, two way
roadway with 12 foot wide travel lanes and 4 foot bike lanes on both sides of the
roadway. The study segment was designed as an urban cross - section with divided
median and curb and gutter (FDOT standard type F) along the outside lane and
along the median, as per RWA Consulting, Inc. project # 050150.06.00. By normal
standards set forth in the "Manual of Uniform Minimum Standards for Design,
Construction and Maintenance for Streets and Highways" the use of curbing
requires that the posted speed limit be no more than 45 mph.
The spacing of access for driveways and streets is an important element in
operation of roadways. Access points are a major source of accidents and
congestion. Their location and spacing directly affect the safety and functional
integrity of streets and highways. There are existing approved residential and
commercial PUDs and projects along this roadway extension between Collier
Boulevard (CR 951) and the potential future Benfield Road alignment. Based on
the existing approved projects (and therefore planned access driveways), an
access management plan of class 5, with less than 45 mph posted speed was
proposed for this section of roadway.
Roadside clear zone provide an area outside the traveled way that can be used by
drivers of errant vehicles to regain control of their vehicle and to avoid or reduce
the consequences of a collision with a roadside object, such as light pole or a tree.
Rattlesnake Hammock Road extension (urban roadway with 45 mph design
speed) was designed with a minimum clear zone typically in excess of 4 feet.

Refer to Appendix B: Florida Greenbook – Table 3 -12 – Minimum width of clear
zone for the minimum distance to a roadside object (urban roadways – measured
from the face of the curb). Based upon the criteria define in Appendix B, the
clear zone for roadside study segment would limit the appropriate speed limit to
a maximum of 45 mph, due to the use of curbing.
Urban/ Suburban Surrounding Characteristics
Rattlesnake Hammock Road extension provides access to mixed -use urban/
suburban developments consisting of:
- Hammock Park Commerce Center - Commercial (Commercial Planned Unit
Development – CPUD) - refer to Collier County Ordinance # 07 -30
- McMullen –Commercial (Mixed -Use Planned Unit Development– MPUD) –
refer to Collier County Ordinance # 10 -18
- Hacienda Lakes MPUD –a mixed development to include but not limited to
Residential, Commercial, Business Park, Attraction, Public Facility, School –
refer to Collier County Ordinance # 11 -41.
The analyzed roadway extension also provides connection with the potential
future Benfield Road alignment to the east of Collier Boulevard (CR 951).
The study segment is more urban in character with multiple intersecting approved
access driveways. The urban driving environment is typically more challenging to
drivers because there are more stimuli to be sorted and react to. Reducing speed
allows more time to acknowledge, analyze and react to any hazards, and execute
decisions in a safely manner. Refer to Appendix C – Project Surrounding
Developments Map. It is our belief that the nature of the surrounding
developments – land uses would effectively limit the operating speed. Under
these conditions we recommend a lower speed limit in order to achieve an
orderly flow of traffic and improve traffic flow efficiency.

Terminus of the Roadway Section
Rattlesnake Hammock Road extension will ultimately end at the intersection with
future Benfield Road.
It is our opinion that a lesser speed is reasonable, safe and justified under the
conditions presented, as a terminal section of this roadway.
Environmental Considerations
Section 336.045 of the Florida Statues requires FDOT to provide compatibility of
transportation facilities with the surrounding natural or manmade environment.
Transportation projects often produce unintended consequences for wildlife and
habitat.
The proposed road extension encroaches on panther and black bear habitat.
Refer to Appendix D – Florida Black Bear Distribution (FFWCC – Florida Black
Bear Management Plan – approved 2012) and Appendix E – Florida Panther
Telemetry Focus Area.
The proposed Preserve Area Management Plan associated with the new roadway
segment has depicted habitat compensation for Florida panther (addressed by
USFWS under US Army Corps of Engineers Permit # SAJ- 1999 -4926) and methods
to deter bears from digging through the trash.
To better maintain sustainable wildlife populations, it is our recommendation to
reasonably lower the speed limit and allow for drivers to react and avoid a
collision.

Recommendation
The primary purpose of speed limits is to enhance safety by reducing the risks
imposed by drivers in their choice of speed. Another function of speed limits is to
achieve an orderly flow of traffic and improve traffic flow efficiency.
Our speed limit recommendation was based on achieving a balance between
transport system safety, mobility and environmental impact.
The study found that a 40 mph speed limit is an appropriate and safe speed for
the study segment of Rattlesnake Hammock Road extension (CR 864). Therefore,
it is recommended to establish the speed limit for this study segment at 40 mph.
The basis of this recommendation is due to access management, adjacent land
uses, roadway functional classification, environmental conservation, and terminus
considerations.
