10/22/2013 16.A.9. EXECUTIVE SUMMARY Recommendation to approve the purchase of FY2014 budgeted vehicles and equipment utilizing The Florida Sheriffs Association, Florida Association of Counties contract 13-11-0904 for Off- Road Utilities,Medium,Heavy Trucks & other fleet equipment. OBJECTIVE: To replace aging vehicles and equipment (approved in the FY2014 budget), utilizing The Florida Sheriff's Association, Florida Association of Counties contract 13-11-0904 for Off-Road Utilities, Medium, Heavy Trucks&other fleet equipment. CONSIDERATIONS: Section XIV(B) of the Collier County Purchasing Policy, Standardization, Cooperative Purchasing and Governmental Contracts, authorizes the county to enter into cooperative purchasing ventures with other units of government when it is in the best interest of Collier County. The State of Florida has a number of existing standardized term contracts that are authorized for use by County governments. The State's contracts offer public agencies products and services with firm fixed pricing and terms and conditions competitively negotiated by the State of Florida's Purchasing Department. The Road Maintenance Department desires to purchase several replacement vehicles and road equipment utilizing The Florida Sheriff's Association, Florida Association of Counties contract 13-11-0904 for Off-Road Utilities,Medium, Heavy Trucks&other fleet equipment. The Florida Sheriffs Association and the Florida Association of Counties (www.flsheriffs.org) successfully conducted its 11th statewide competitive bid for vehicles, which includes trucks, backhoes, motorgraders, agriculture type tractors, skid steer loaders and regenerative air street sweepers. Bids are extended and guaranteed to any and all units of local governments and political subdivisions including, but not limited to, county, local county board of public instruction, municipalities and/or police agencies, other local public or public safety agencies or authorities within the State of Florida. In addition, bids will be extended and guaranteed to any other entities approved by manufacturers to participate in this contract. The Florida Sheriffs Association and the Florida Association of Counties Contract No. 13-11-0904 was awarded October 1, 2013 and includes competitive prices that will inure to the benefit of Collier County. FISCAL IMPACT: In the Transportation Services Fund (101) Road and Bridge Operations cost center (163620) there is $1,301,000 budgeted for equipment replacement. In same fund in the Aquatic Plant Control cost center (163628) there is $368,000 budgeted for equipment replacement. The combined total of$1,687,000 is planned to be used for equipment replacement under the proposed cooperative purchasing arrangement. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary.
