LET IT BE REMEMBERED, that the Collier County Historical/
Archaeological Preservation Board in and for the County of Collier, having
conducted business herein, met on this date at 9:15 A.M. in REGULAR
SESSION at the Collier County Growth Management Division – Planning and
Regulation, Conference Room #610, 2800 North Horseshoe Drive, Naples,

1. Roll Call/Attendance:
The meeting was called to order by Chairman Eugene Erjavec at 9:16 A.M.
The role was called and a quorum was present.
2. Approval of the Agenda
Eileen Arsenault moved to approve the Agenda Second by Stuart Miller. Carried
unanimously, 5-0.
3. Approval of Minutes: November 15, 2017
Correction: Page 5, Item 10. –change the date of the next meeting from January
10, 2018 to January 17, 2018.
Eileen Arsenault moved to approve the Minutes of November 15, 2017, as amended.
Second by Elaine Reed. Carried unanimously, 5-0.
(The Minutes of October 18, 2017 were approved on a motion by Eileen Arsenault
with a second by Craig Woodward and carried, 4-0, at the November 15, 2017
meeting.)
4. Old Business:
A. The Pepper Ranch Historic Designation Approval
Fred Reischl announced the Pepper Ranch Historic Designation was approved by the
BCC without any objection, as presented by Conservation Collier’s Alex Sulecki’s
detailed proposal.
B. Discussion of the Naples Depot Exhibit on Historic Sites
Amanda Townsend, Museum Director spoke about the Naples Depot Museum’s
exhibit on Historic Places. She noted and thanked Stuart Miller and Betsy
Perdichizzi for their presentations. They had utilized excerpts from the HAPB’s
Historic Guide Booklet in their talks. Amanda commented the presentation was the
second in a planned monthly series of talks; the first being on the County’s Historic
Cemeteries. She noted the Guide Booklet is available at all County Museums. She
stated her intention was to foster more inter-action with HAPB.
Elizabeth Perdichizzi commented that the utilization of the Historic Guide and its
use in the planned talks was a mission of the HAPB at the time of its compilation. .
Chairman Eugene Erjavec suggested creating a traveling exhibit. He also noted
that any citizen can attend HAPB meetings.
Eileen Arsenault mentioned the Friends of the Museum Tour of Lee and Collier
County of art by Paul Arsenault has been preserved at the Botanical Gardens.
C. Old Marco Inn Redevelopment Plans – Site Visit
Chairman Eugene Erjavec mentioned there had been several site plans and some
controversy about them. It was suggested a site visit would be warranted to provide

the HAPB with more information to consider. Several dates were mentioned and it
was agreed a visit would occur for the March 21 or April 18 HAPB meeting.
Ray Bellows will e-mail everyone as soon as the date is confirmed.
D. Pavilion Lake PDI Update
Fred Reischl announced there had been no response from the owners and /or
planners regarding the re-submittal at Pavilion Lakes and the Petition had been
withdrawn.
Ray Bellows and Timothy Finn arrived from an earlier meeting at 9:35.
E. Otter Mound Update
Amanda Townsend announced the objects found at Otter Mound, in the Museum’s
possession, had been returned to Otter Mound.
Chairman Eugene Erjavec mentioned that much salvage, recovery and storage
issues remain.
Amanda Townsend stated an e-mail had been received stating that what had been
fixed and maintained looked very good.
F. Horse Creek Estates Historic Marker Update
Fred Reischl reported the people at Horse Creek were not receptive to Historic
Designation or a Historic Marker, although there is a sign there.
Ray Bellows stated the sign is not very good and could be improved, since
the area is a significant road corridor as the site of the Original Tamiami Trail.
Provisions for a new sign will be explored.
5. New Business
A. Historic Survey Waiver for the Iglesia Pentecostes Peniel
A 16 page packet had been distributed to the HAPB members concerning the
Waiver Application from the Required Historical and Archaeological Survey
and Assessment for the proposed church use for Iglesia Pentecostes Peniel
Immokalee.
Fred Reischl explained the site plan documentation included in the packet. The
Summary sited the low potential for historical/archaeological sites at the projected
area of development.
Ray Bellows stated that an application for a Waiver was not required as the
proposed site was outside the area of probability. However, it is located in the
Section of probability. A brief discussion followed.
Stuart Miller moved to approve the Waiver for the project entitled Iglesia
Pentecostes Peniel Immokalee. Second by Elizabeth Perdichizzi. Carried
unanimously, 5-0.

B. Proposed Historic Village in Everglades City
Ray Bellows explained the proposal of creating a Historic Village in Everglades
City by utilizing some of the older homes and/or relocating some of them to a
communal area to create the Village. They will be bringing this proposal before
the BCC and were requesting a Letter of Support from the HAPB.
Elaine Reed questioned if people would be living in the homes.
Elizabeth Perdichizzi stated some will be inhabited and some will need
rebuilding if damaged by Hurricane Irma. Some will be donated.
The group proposing the Village is working on funding and in creating a
Foundation. The Village will be open to the Public and needs community
support.
Eileen Arsenault asked if there were any guidelines for such an endeavor and
Elaine Reed asked if a feasibility study was done and stated State guidelines
would need to be considered.
Ray Bellows responded the project would be subject to zoning restrictions of
Everglades City.
The HAPB were favorable to the prospect of turning a disaster into something
positive and open to the Public; and, it deserved community support.
It was suggested that Marya Repko be invited to discuss the project at an HAPB
meeting.
6. Review of Project and Activity Log:
Chairman Eugene Erjavec suggested adding the Proposed Everglades Village to
the Project and Activity Log.
7. Public Comments: NONE
8. HAPB Comments:
Chairman Eugene Erjavec commented on the many proposals he had made
regarding the deterioration at Horr’s Island. He stressed efforts should be made
immediately to preserve what is left before it is too late.
Elaine Reed asked if there were any other strategies to possibly consider; and,
Eileen Arsenault suggested first clarifying the intent.
Chairman Eugene Erjavec asked for a clarification of the Sunshine Laws.
Ray Bellows stated one of the County Attorneys could review them at an HAPB
meeting. He will contact that office for availability.
10. Adjournment:
Stuart Miller moved to adjourn the HAPB meeting. Second by Eileen Arsenault.
Carried unanimously, 5-0.
