EXECUTIVE SUMMARY
Recommendation to Establish Initial Terms for the Members to the Reconstituted Collier
County Planning Commission.
OBJECTIVE: To establish initial terms for the seven members to the reconstituted Collier
County Planning Commission.
CONSIDERATIONS: At its meeting of September 24, 2013, the Board appointed seven
members to the reconstituted Planning Commission. The members are as follows (along with
the dates that the District Seat terms were previously scheduled to expire):
Karen Joyce Homiak District 1 October 1, 2013
Michael David Rosen District 2 October 1, 2016
Diane K. Ebert District 3 October 1, 2013
Brian F. Doyle District 4 October 1, 2015 (seat previously was vacant)
Mark P. Strain District 5 October 1, 2015
Stanley P. Chrzanowski Environmental
Charlette Irene Roman Environmental
The Board elected to establish two year terms for the Environmental Seats, and maintain the
traditional four year terms for the District Seats. The Planning Commission Ordinance provides
in relevant part that "Terms of office of planning commission members shall be for not less than
two nor more than four years and not more than a minority of such members' terms shall expire
in any one year." To prevent staggering issues, the Board directed the County Attorney to return
with a recommendation of initial terms.
The County Attorney's recommendation is as follows:

Brian F. Doyle District 4 October 1, 2016
Mark P. Strain District 5 October l, 2016

The proposal is based on having the Environmental Seats vacant every odd year, with the District
Seats alternating vacancy every even year.
The District 1 and District 3 Seats would normally have had a four year reappointment to
October 1, 2017. Doing so would create a staggered term issue that year with the Environmental

Seats, in that a majority of the members of the Planning Commission (4) would have had their
terms expire that year. Extending the current terms for these two seats by one year eliminates
that issue, and still ensures that absent unusual circumstances, the current Commissioner of that
District will have the opportunity to reappoint the member next year for a full four year term
(through October 1, 2018).
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners:
1. Extend the terms for the current CCPC members for Districts 1 and 3 to October 1, 2014;
2. Establish an initial three year term for the District 2, 4 and 5 members to October 1, 2016;
and
3. Confirm the two year term for the Environmental Seats will expire October 1, 2015.
Doing so will have the following expiration dates:
