EXECUTIVE SUMMARY
Recommendation to approve substantial amendments to the FY2009-2010 and FY2010-2011
Annual Action Plans to clarify the project scope and project funding for Goodwill Industries
Microenterprise Project and Immokalee Housing & Family Services Sanders Pines Playground
Upgrades. This action also reduces the funding allocation for Goodwill Industries Microenterprise
Program from $32,949 to$32,640.10 utilizing U.S. Department of Housing and Urban Development
(HUD) Community Development Block Grant(CDBG) funds.
OBJECTIVE: Meet HUD requirement by revising project descriptions in applicable Action Plans and
reduce funding amounts for one of the projects.
CONSIDERATIONS: The Housing, Human and Veteran Services (HHVS) Department is proposing
substantial amendments to the FY2009-2010 and FY2010-2011Action Plans. The Board of County
Commissioners approved the FY2009-2010 HUD Annual Action Plan at its April 28, 2009 meeting,
Agenda Item No. 16D3 and FY2010-2011 HUD Annual Action Plan at its April 27, 2010 meeting,
Agenda Item No. 16D15.
The substantial amendments identify changes to the project scopes for the following two(2)projects:
Immokalee Housing & Family Services Sanders Pines Laundry and Playground Upgrades deletes
reference to laundry improvements and the project level accomplishments reduced from 300 low and
moderate income(LMI)persons to 41 LMI families. The new scope of work reads as follows:
"The purchase, replacement, installation, disposal and shipping costs of playground equipment including
park benches not to exceed 8, picnic tables not to exceed 2, 1 installed playground border as required by
the Department of Children and Families (DCF), bicycle racks not to exceed 4 and multifamily mailboxes
not to exceed 3."There are no changes to the project funding amount of$13,500.
Goodwill Industries Microenterprise Program is adding an additional class, from 2 classes to 3 classes;
reducing the number of participants from 40 LMI participants to 30 LMI participants and reducing the
funding amount from$32,949 to $32,640.10. The new scope of work reads as follows:
"The Microenterprise Program will consist of three (3) 12-session — 6 week business and management
training courses. Funding costs will include but not be limited to the following expenses: personnel,
operating and consultant."
There was a public comment period held from August 30, 2013 through September 28, 2013 regarding
the proposed substantial amendments for Collier County CDBG funding. No public comments were
received during the comment period.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars.Funds are available
within the Housing Grant Fund(121)FY2009-2010 CDBG Project(44505)and Housing Grant Fund
(705)FY10-11 CDBG Project(33088).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for approval. —
GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
