EXECUTIVE SUMMARY
Recommendation to accept and authorize the Chairwoman to execute Federal Aviation
Administration (FAA) grant agreements not to exceed a total of $5,649,916 for the
Construction Phase of the Rehabilitation of Runway 17-35 and aircraft aprons at the
Marco Island Executive Airport, and approve associated budget amendments. (Fiscal
Impact: $6,277,684)
OBJECTIVE: To enhance safety at the Marco Island Executive Airport by improving paved
surfaces currently rated as being in very poor condition by the Florida Department of
Transportation (FDOT).
CONSIDERATIONS: The BCC accepted a Federal Aviation Administration (FAA) grant
award in the amount of$635,625 on September 11, 2012, Agenda Item 16G2, and a FDOT grant
award in the amount of$35,312 on October 9, 2012, Agenda Items 16G1 to fund the design,
permit and bid phase of the rehabilitation of Runway 17-35 and aircraft aprons at the Marco
Island Executive Airport.
The BCC approved the submittal of a grant application to the FAA for the construction phase of
this project on September 11, 2013, Agenda Item No. 16G3. The Collier County Airport
Authority (CCAA) is anticipating being offered a FAA grant for this project for an amount not to
exceed $5,649,916. It is likely that the FAA will require an executed grant agreement prior to the
October 8, 2013 BCC meeting. .
The runway at the Marco Island Executive Airport is currently rated as being in very poor
condition, and aircraft apron surfaces are currently rated as being in fair condition by the Florida
Department of Transportation Aviation Office. This grant will enable the CCAA to significantly
enhance safety at the airport by improving the runway safety/object free areas, and providing
emergency backup power.
The total estimated cost of this construction project is $6,277,684. FAA grant awards are
expected for a total amount not to exceed $5,649,916 (90%).
The CCAA will request a total not exceed five percent ($313,884) funding from the Florida
Department of Transportation (FDOT) for this project.
FISCAL IMPACT: Budget Amendments will be necessary to recognize this FAA grant
revenue in a total amount not to exceed $5,649,916 and and local match in an amount not to
exceed $627,768 in Airport Grants Match Fund (499), supported by a transfer from the General
Fund. The General Fund transfer will be reduced by the FDOT State share ($313,884) at the
time the FDOT agreement is executed.
