EXECUTIVE SUMMARY
Recommendation to approve and adopt a Resolution approving the Pay and
Classification Plans for the County Manager's Agency and County Attorney's
Office effective October 1, 2013; providing for a general wage adjustment of up to
$1,000 to base pay effective on October 5, 2013; and to approve the creation of
new classifications, modification and /or deletion of classifications and
assignment of pay ranges from the proposed Pay and Classification Plans, from
July 1, 2013 forward, using the existing "Archer point- factor job evaluation
system, subject to a quarterly report to the Board, if actions warrant.
OBJECTIVES: To implement and administer an integrated, comprehensive approach to
compensation that is a tool for management to attract and retain employees and drive
performance that exceeds our customers' expectations.
CONSIDERATIONS: Attached to the proposed Resolution as Exhibit 1 is the County
Manager's Agency Pay and Classification Plan. Attached to the proposed Resolution as
Exhibit 2 is the County Attorney's Pay and Classification Plan. Attached, as Exhibit 3, is
a more detailed description of the salary adjustments to be affected in FY 2014 by the
proposed Resolution. The proposed Resolution shall apply to all regular full- and part-
time employees under the administration of the County Manager and the County
Attorney except those employees under contract or who are also subject to a collective
bargaining agreement. Such employees shall continue to be paid and receive increases
in accordance with the applicable contract or governing collective bargaining
agreement.
The County continues to strive toward competitiveness in base salaries and pay ranges.
These elements are reviewed annually through the Pay and Classification Study
conducted by the Human Resources Department. Through analysis of local market data
and data of other Florida governmental agencies, and considering budget constraints, it
has been determined that it is not necessary at this time to adjust the marketpoints of
the pay ranges reflected on Exhibits 1, 2 and 3 to the proposed Resolution. Regular full -
and part-time employees will be provided a general wage adjustment of up to $1,000.00
to base pay. Individuals whose base pay is at the maximum of the pay range will
receive the general wage adjustment divided equally and payable during twenty -five pay
periods starting on October 5, 2013, ending with the last check of fiscal year 2014.
Individuals whose base pay is within $1,000 of the pay range maximums will receive an
increase to the base rate up to the maximum of the range, and will receive the
remainder of the general wage adjustment divided equally and payable during twenty -
five pay periods starting on October 5, 2013, ending with the last check of fiscal year
2014.
In addition, the proposed Resolution seeks continued authorization from the Board to
create new classifications, modify and /or delete classifications, and assign pay ranges
using the existing "Archer" point - factor job evaluation system from the pay ranges set
forth in the proposed Pay and Classification Plan, subject to a quarterly report to the
Board.

The County must also consider the budgetary/economic issues that have arisen and the n
resulting need to utilize our budgeted funds in the most economical manner. This will
be achieved by not providing any merit increases under the Pay and Classification Plan
for FY 2014.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval. CMG
FISCAL IMPACT: The results of these actions will have fiscal impact to the County in
salary adjustments that have been accounted for in each department's FY14 budget.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
RECOMMENDATION: That the Board of Commissioners approves and adopts the
Proposed Resolution approving the Pay and Classification Plans for the County
Manager's Agency and County Attorney effective October 1, 2013, the general wage
adjustment of up to $1,000 added to base pay effective on October 5, 2013 and
continue to authorize any changes from July 1, 2013 forward, including the creation of
new classifications, modification and /or deletion of classifications, and assignment of
pay ranges from the proposed Pay and Classification Plans, using the existing "Archer"
point - factor job evaluation system, subject to a quarterly report to the Board, if actions
warrant. The Pay and Classification Plans for the County Manager's Agency and
County Attorney's Office will continue until such time as further Board action /0—N,
supersedes the existing plans.

RESOLUTION NO. 2013-
A RESOLUTION APPROVING THE PAY AND CLASSIFICATION PLANS FOR
THE COUNTY MANAGER'S AGENCY AND COUNTY ATTORNEY'S OFFICE,
EFFECTIVE OCTOBER 1, 2013, INCLUDING A GENERAL WAGE ADJUSTMENT
OF UP TO $1,000.00 EFFECTIVE ON OCTOBER 5, 2013.
WHEREAS, it has been the policy of Collier County to establish and administer a
system of compensation based on principles of public accountability, external
competitiveness, internal equity, relative complexity and responsibility between
classifications, market economic conditions, County financial policies and appropriate
federal, state and local laws pertaining to compensation so as to contribute to an
environment conducive to employee motivation and productivity as is more fully set forth
in Ordinance No. 96 -40, as amended by Ordinance No. 2001 -50; and
WHEREAS, the Board of County Commissioners believes this policy may be
achieved through a combination of annual pay and classification plan for employees
under the administration of the County Manager and the County Attorney, approval from
time to time, and as appropriate, of general wage or Cost of Living adjustments.
^ NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Pay and Classification Plan for employees under the administration of
the County Manager, a copy of which is attached hereto as Exhibit 1, is hereby approved
and adopted.
2. The Pay and Classification Plan for employees under the administration of
the County Attorney, a copy of which is attached hereto as Exhibit 2, is hereby approved
and adopted
3. A general wage adjustment of up to $1,000.00 added to base pay for
regular -full and part-time employees under the administration of the County Manager and
County Attorney is hereby approved and adopted.
4. Employees under the administration of the County Manager or County
Attorney who are under contract or who are also subject to a collective bargaining
agreement shall, however, continue to be paid and receive increases in accordance with
the terms of the applicable contract or governing collective bargaining agreement.

1. PHILOSOPHY
The philosophy of the County Manager's Agency and County Attorney is to provide a market -based
compensation program that meets the following goals:
- Facilitates the hiring and retention of the most knowledgeable, skilled and experienced employees
available.
- Supports continuous training, professional development and enhanced career mobility.
- Recognizes that the current financial /economic/budget climate for FY 2014 impacts the
affordability of merit increases
2. OBJECTIVES
In support of this compensation philosophy, the following objectives have been established for FY 2014:
For the County Manager's Agency, maintain three distinct pay plans that target appropriate
reward mechanisms for management, professional /technical and hourly employees.
For the County Attorney, maintain a pay plan that targets appropriate reward mechanisms for
employees.
Provide no merit awards for FY 2014
n 3. GENERAL WAGE ADJUSTMENT
Provide a general wage adjustment of up to $1,000 to base salaries of eligible employees; for employees
at the maximum of the pay range, the general wage adjustment will be divided equally and payable during
twenty -five pay periods starting October 5, 2013, ending with the last check of fiscal year 2014. For
employees who are within $1,000 of the maximum of the pay range, the general wage adjustment will be
applied to bring them up to the maximum of the pay range, then the remainder will be divided equally and
payable during twenty -five pay periods starting October 5, 2013, ending with the last check of fiscal year
2014.
4. PAY PLAN MAINTENANCE
Following past practice, the County performed a benchmark study and analysis of over one hundred and
thirty (130) classifications under the County Manager's Agency in January 2013. Based upon the results
of that study and the current financial /economic climate, the marketpoints of the pay ranges for Fiscal
Year 2014 will be the same as Fiscal Year 2013. These ranges are on the attached Pay Plans.
5. MERIT
There will be no merit awards in Fiscal Year 2014 because of the current financial /economic climate.
