EXECUTIVE SUMMARY
Recommendation to approve the annual rate resolution to establish the fees, rates, and charges for
the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop-off
center fees, and residential multi-family and commercial waste collection fees for FY14. There are
no increases proposed to existing tipping fees, basic residential collection assessments, recycle drop-
off center charges or landfill tipping fees. This resolution adopts the rates that fund the FY14
budget for solid waste collection and disposal.
OBJECTIVE: Approve the annual rate resolution setting landfill tipping fees, recycling drop-off center
fees, and residential multi-family and commercial waste collection fees for FY14. This resolution adopts
the rates that fund the FY14 budget for solid waste collection and disposal.
CONSIDERATIONS: The Solid and Hazardous Waste Management Department's budget primarily is
based on the annual mandatory trash collection and disposal assessments and user fees for the Collier
County Landfill, the Immokalee Transfer Station, and four recycling drop-off centers (Marco Island,
Naples, North Collier, and Carnestown). These fees are critical to sustaining the Board of County
Commissioners' approved Enduring Guiding Principles, which provide directives toward obtaining best
value solutions, preserving valuable landfill (disposal) airspace, and the proper disposal of solid waste
generated in Collier County.
There are no increases proposed to existing tipping fees or to basic residential collection assessments. The
fees outlined in the rate resolution support the Solid and Hazardous Waste Management Department's
FY14 budget approved by the Board at the September 19, 2013, budget meeting. These rates reflect
budget guidance and provide the appropriate fees necessary to collect, process, recycle, and/or dispose of
the wide range of waste generated in the county. Waste collected throughout Collier County includes
municipal solid waste taken to the landfill, recyclable materials taken to the drop-off centers, biomass,
construction and demolition materials, tires, electronics, household hazardous waste, cardboard, white
goods, and furniture. The rate resolution provides the correct funding to retire costs associated with the
demands for solid waste disposal, while planning for the future recycling and solid waste needs of our
community.
Residential solid waste collection services in Collier County include twice a week trash pickup; once a
week, single stream recycling pickup; on demand bulky item and electronics pickup; once a week
biomass (yard waste) pickup; and guaranteed recycling services. Residential curbside rates for FY14 will
remain the same as the FY12 and FY13 rates: $173.49 per residential unit for District I (greater Collier
County), and $165.28 per residential unit for District II (Immokalee and northeastern Collier County), as
approved by the Board at its September 10, 2013, meeting under Agenda Item 17A. The solid waste
disposal service costs are supported by landfill tipping fees and the volume of disposed waste. The
recycle drop-off center and landfill tipping fees will remain the same as the FY13 rates.
On June, 12, 2012,under Agenda Item F8, the Board approved the restructuring of departments within the
Public Utilities Division, including the assimilation of the Pollution Control Department's Hazardous
Materials Group into the existing Solid Waste Management Department. The restructuring enhances high
quality, best value services to the residents of Collier County and provides enhancements to proper
disposal of hazardous waste in accordance with local,state and federal guidelines.
The Solid and Hazardous Waste Management Department will begin to provide a Conditionally Exempt
Small Quantity Generator (CESQG) hazardous waste program to provide the 868 registered CESQG

businesses in Collier County with proper disposal of hazardous waste in accordance with federal, state,
and local guidelines.
FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated
FY14 revenues of $14,495,100 (landfill $8,533,900; Immokalee Transfer Station $714,300; recycling
centers $103,200; reimbursement residential curbside tipping fees $5,143,700) for the Solid Waste
Disposal Fund (470). The mandatory trash collection and disposal assessments will provide estimated
FY14 revenues of$18,867,400 for the Mandatory Trash Collection Fund(473).
GROWTH MANAGEMENT IMPACT: This rate resolution complies with the Growth Management
Plan,which provides for increased recycling and reuse of the solid waste stream.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
RECOMMENDATION: That the Board of County Commissioners approve the annual rate resolution
to establish the fees, rates, and charges for the use of Collier County Solid Waste Facilities, including
landfill tipping fees, recycling drop-off center fees, and residential multi-family and commercial waste
collection fees for FY14; and, authorize the Chairwoman to execute the Resolution.

RESOLUTION SUPERSEDING RESOLUTION 2012-165 AND
ESTABLISHING THE FEES, RATES AND CHARGES FOR USE
OF COLLIER COUNTY SOLID WASTE FACILITIES PURSUANT
TO COLLIER COUNTY ORDINANCE NO.84-31
WHEREAS, Collier County has the responsibility and power to provide for the
operation of solid waste management facilities to meet the needs of all areas of the County
under the authority of Florida Statutes, Section 403.706; and
WHEREAS, said statutory authority grants the Board of County Commissioners
the power to prescribe, fix, establish and collect fees, rentals or other charges for the use of
the established solid waste disposal system and to pledge such revenues as security for
the payment of bonds issued under said statutory authority for the construction of a solid
waste disposal facility; and
WHEREAS, Florida Statutes, Section 125.01(k)(1) and (2) grants the Board of
County Commissioners the power to provide and regulate waste collection and disposal;
and
WHEREAS, The Board of County Commissioners through its adoption of County
Ordinance No. 84-31, as amended, has implemented the user fee system for Solid Waste
to all public and private users.
WHEREAS, these rates reflect budget guidance and provide the appropriate
fees necessary to collect, process, recycle, and/or dispose of the County's wide range of
generated waste.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION 1: Resolution No.2012-165 is hereby superseded in its entirety.
SECTION 2: The schedule of rates, charges and fees set forth in Schedule "A,"
Residential Collection and Disposal Fees; Schedule "B," Commercial Collection and
Disposal Fees; Schedule "C," Landfill Fees; Schedule "D," Recycling Center Fees;
Schedule "E," Rates for Supplemental Residential and Commercial Collection Service;
Schedule "F," Rate Schedules for Service District No. I, Bulk Container, Bulk Compactor
and Roll Off and Schedule "G," Rate Schedules for Service District No. II, Bulk Container,
Bulk Compactor and Roll Off are attached and made an integral component of this
Resolution, and are approved for all users of the Collier County Solid Waste Facilities.

Solid Waste Collection, Disposal and Administrative Fees Service District Number I:
(Waste Management, Inc. of Florida Service Area) Assessment for curbside trash
collection twice weekly, collection of Program recyclables once weekly, and bulk items /
white goods once weekly, is$173.49 for Fiscal Year 2014.
Solid Waste Collection, Disposal and Administrative Fees Service District Number II:
(Immokalee Disposal Company, Inc. of Florida Service Area) Assessment for curbside
trash collection twice weekly, collection of Program recyclables once weekly, collection of
yard trash once weekly collection of yard trash once weekly and bulky items/white goods
once weekly, is$165.28 for Fiscal Year 2014.

Special Request Rear Door Service: Service District Number I: $613.92 per year in
addition to the annual assessment for the unit; Service District Number II: $818.48 per year
in addition to the annual assessment for the unit.
Recycling Cart Fees: Each Residential Unit is provided an initial Recycling Cart at no
charge to the unit owner. Recycling Carts must remain with the Residential Unit
regardless of change of unit ownership. Unserviceable Recycling Carts must be presented
in exchange for a replacement Recycling Cart. Replacement of Recycling Carts due to
loss or negligence of the Residential Unit is paid by the customer at the franchisee's actual
cost per Cart, plus an $11.37 delivery fee.
Standard Roll Cart Fees: Each Residential Unit is provided an initial Roll Cart at no charge
to the unit owner. Roll Carts will remain with the Residential Unit regardless of change in provided by the
