EXECUTIVE SUMMARY
Recommendation to accept a Multi-Way Stop Warrant Study and approve the installation and
operation of a 4-Way Stop control at the intersection of Sunset Road and 19th Avenue SW/45th
Street SW in Golden Gate City, at an installation cost of approximately $600 (Traffic Operations
Cost Center 163630).
OBJECTIVE: To request the Board of County Commissioners ("Board") accept a Multi-Way
Stop Warrant Study and approve that a 4-Way Stop control be constructed, activated, and
maintained at the intersection of Sunset Road and 19th Avenue/45th Street SW in accordance with
any and all applicable Federal, State, and County standards and specifications governing such
traffic control devices.
CONSIDERATIONS: Florida Statute §316.006 provides that the County "may place and
maintain such traffic control devices which conform to the manual and specifications of the
Department of Transportation upon all streets and highways under their original jurisdiction as
they shall deem necessary...to regulate, warn or guide traffic." A traffic engineering study,
performed and approved by a Professional Engineer registered to practice in the State of Florida,
has concluded with the determination that the subject intersection meets the minimum warrants
for a Multi-Way Stop, as set forth in the Manual on Uniform Traffic Control Devices (MUTCD).
Installation of a 4-Way Stop at this location is within Collier County Access Management
Guidelines.
The traffic engineering study was performed at the request of concerned residents. The study
report was completed August 15, 2013, in accordance with guidelines promulgated by the
Florida Department of Transportation and the MUTCD. The investigation of the need for a
multi-way stop includes an analysis of various factors related to the operation and safety at the
intersection and the determination if specific warrants identified within the MUTCD are met.
FISCAL IMPACT: The cost to install the multi-way stop, (signs and pavement markings), at
this intersection is estimated to be $600. Funds are available in Traffic Operations operating
budget in Transportation Operations Fund 101. Average annual maintenance cost for this type of
intersection is $100, however, given the typical lifecycle of signs and pavement markings,
minimal to no maintenance costs are expected for the first five years after installation.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: That the Board accept the recommendations of the Multi-Way Stop
Warrant Study and approve that a 4-Way Stop control be constructed, activated, and maintained
at the intersection of Sunset Road and 19th Avenue/45th Street in Golden Gate City in accordance

BACKGROUND
Due to a public request, the Traffic Operations Section of the Collier County Growth Management
Division has conducted a Multi-Way Stop Intersection Study at the intersection of Sunset Road and 19th
Avenue SW/45th Street SW. The purpose of this study is to determine if the intersection meets warrant
requirements for a multi-way stop installation as set forth in the Manual on Uniform Traffic Control
Devices (MUTCD).

The MUTCD,prepared by the Federal Highway Administration, has been designated by the State of
Florida to govern placement and design of traffic signals, signs, and pavement markings on public and
private roads within the state.
Road Characteristics
Sunset Road is a two-lane urban roadway and 19th Avenue SW/45th StreetSW is a two-lane urban
roadway. Both roadways are functionally classified as local roads. This intersection is within the
Golden Gate City neighborhood west of Collier Boulevard. The posted speed limit is 25 mph.

MUTCD Minimum Volume Requirements for a Multi-Way Stop Sign Installation:
Stop signs should not be used to control speed. The function of a stop sign is to assign right-of-way for
vehicles entering an intersection. Multi-way stop control can be useful as a safety measure at
intersections when there are concerns associated with pedestrians, bicyclists, and vehicular road users
expecting other road users to stop.
The MUTCD identifies the following criteria to be considered in the study for a multi-way stop
condition when the volume of traffic on the intersecting roads is approximately equal:
1. The vehicular volumes entering the major street approaches (total of both approaches)
averages at least 300 vehicles per hour(vph)for any 8 hours of an average day, and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) average at least 200 units per hour for the
same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds
per vehicle during the highest hour,but
3. When the 85-percentile speed of the major street exceeds 40 mph, the minimum volume
warrant is 70% of the above requirements.
When the 85-percentile speed exceeds 40 mph,the traffic volumes on the major street should be at least
210 vehicles per hour for any 8 hours and the traffic volumes on the minor street should be at least 140
vehicles per hour for the same 8 hours.
Other criteria for consideration of a multi-way stop include:
1. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-
way stop condition.
2. Locations where the intersection sight distance is limited.
3. Where traffic control signals are justified, multi-way stops can be used as an interim measure
until such time as the traffic control signals can be installed.
4. The need to control vehicle turning conflicts and where high pedestrian volumes exist.
5. At intersections of two residential neighborhood streets of similar design and operating
characteristics where multi-way stop control would improve the traffic operational characteristics
of the intersection.
Traffic Volume
A 24-hour traffic volume count was performed on June 3, 2013. The data collected includes traffic
approaching from all directions at the intersection. The information with the highest hourly traffic
volume has been abstracted in the following (Figures 3 and 4):
The warrant for vehicular volumes for both Sunset Road and 19th Avenue SW/45th Street SW are not
met for any hour. Multi way stop control is to be used where the volume of traffic on the intersecting
roads is approximately equal. Vehicular volume warrant not met.

Crash History
The intersection crash history was reviewed from 2010 to present(Appendix B). During this three year
period,there were thirteen recorded crashes near the intersection. To meet the crash warrant for a multi-
way stop,the MUTCD requires 5 or more crashes in a 12-month period that are susceptible to correction
by a multi-way stop application. In 2011, there were five right angle crashes that were susceptible to
correction by a multi-way stop application. The crash history of this intersection met the warrant
for a multi-way stop sign installation.
Intersection Sight Distance
An engineering field review has shown that the study intersection does provide adequate sight distance
for the turn movements. At this intersection, drivers are to stop at the stop bar/stop sign on Sunset Road
before entering the intersection. There are no significant safety issues regarding sight distances at the
intersection or approaches to the intersection. Warrant requirement for intersection sight distance
(Option) is not met.
CONCLUSION& RECOMMENDATION
Based on the crash history review, it is determined that the subject intersection does meet MUTCD
requirements for multi-way stop control. Additionally, the MUTCD allows the consideration of an
intersection of two residential neighborhood collector streets of similar design and operating
characteristics for multi-way stop control if the traffic operational characteristics could be improved.
Sunset Road and 19th Avenue SW/45th Street SW are both neighborhood collector streets with similar
traffic volumes. Multi-way stop would improve the traffic operation and safety at this intersection.
Therefore, it is recommended that the intersection of Sunset Road and 19th Avenue SW/45th Street SW
be changed to multi-way stop controlled and that stop signs be installed on the 19th Avenue SW and 45th
Street SW approaches to Sunset Road.
