EXECUTIVE SUMMARY
Recommendation to approve ten (10) mortgage satisfactions for the State Housing Initiatives
Partnership (SHIP) Loan Program in the combined amount of $80,197.71.
OBJECTIVE: To support the affordability of housing in Collier County through the SHIP down
payment, emergency repair, and rehabilitation assistance programs.
CONSIDERATIONS: SHIP, a State affordable housing program, offers assistance to first-time
homebuyers for a portion of the required down payment and emergency repairs to a newly acquired
home, and rehabilitation assistance to homeowners for rehabilitation to their homesteaded property. As a
condition of the award, the homeowner must repay the assistance provided upon sale, refinance or loss of
homestead exemption.
The following table provides details regarding the associated mortgages that were repaid.

Note- The total amount stated on the mortgage was not dispersed to certain clients. As such, those certain
property owners were required to pay the amount they received which is less than the amount stated on
the mortgage.
FISCAL IMPACT: The repaid amount of $80,197.71 satisfies the mortgage amount due to the recapture
provision as noted above. These repayments are considered program income. $80,197.71 was deposited in
SHIP Grant Fund (791), Project 33525. Deposited funds will be used for eligible SHIP activities. Five (5)
recording fees of $10 have been paid by the homeowners, two (2) are paid by Habitat for Humanity, and

three (3) are paid by SHIP administration account.
GROWTH MANAGEMENT IMPACT: The SHIP Program furthers the goals and objectives of the
Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: To approve and authorize the Chairman to sign ten (10) mortgage satisfactions
for owner-occupied affordable housing units for which repayment was provided to Collier County.
