EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute a Sixth Amendment to
Contract No. 04-3673 with Carollo Engineers, Inc., f/k/a Carollo Engineers, P.C., pertaining to the
design of the Northeast Water Reclamation Facility and Water Treatment Plant, authorize a
purchase order in the amount of $149,943 to Carollo Engineers, Inc. and authorize the necessary
budget amendments.
OBJECTIVE: To ensure the proactive coordination of northeast development activities conducted by
the Water Division, Wastewater Division, Solid and Hazardous Waste Division, Facilities Division and
the Parks & Recreation Division, by obtaining approval of a Sixth Amendment to Contract No. 04-3673.
CONSIDERATIONS: On September 26, 2017 as Agenda Item 16C1, the Board of County
Commissioners approved Contract Amendment Number 5 reactivating Contract No. 04-3673,
"Professional Engineering Services for Design of the Northeast Water Reclamation Facility and Water
Treatment Plant," with Carollo Engineers, Inc. Thereafter, staff issued Purchase Order No. 4500182517
to update the design criteria for the Northeast Regional Water Reclamation Facility (NEWRF) and the
Northeast Regional Water Treatment Plant (NERWTP), including technology updates.
The design criteria update is approximately 30% complete. Site plan modifications will be
contemporaneously initiated under the Amendment’s revised scope of work to address the following three
categories (reference Attachment 1):
1) Pipeline Realignment
Since the original design plans were completed, development plans for the lands surrounding the
proposed facility have changed, requiring pipeline realignments for:
The Big Corkscrew Island Regional Park (BCIRP), Phase I immediately west of the Northeast
Utility Facility (NEUF) site;
Pipeline and well site modifications driven by BCIRP changes from the original design;
The future design and development of Phase II of the BCIRP;
Design and construction of an access road from Oil Well Road to the SE corner of the future
Phase II of the BCIRP;
Connections to and from the former Orange Tree Utility site;
The Northeast Recycling Drop-off Center (NERDC) (potable water supply);
The Sheriff’s Substation (potable water supply); and
The Agricultural Center (potable water supply).
2) Civil Site Design
In anticipation of northeast development activity and construction of the BCIRP Phase I, staff is preparing
to commence development of the Northeast Utility Facility site. This scope of work identifies strategies
and site considerations that will allow commencement of civil/site development construction efforts in
advance of final design of the treatment facilities. This effort will include the evaluation of site design
components that can be constructed in advance of the water and wastewater treatment facilities. Early
site work to be considered will include the evaluation of environmental permit requirements, clearing and
grubbing, site grading, stormwater facilities, access roads, fencing, landscaping with irrigation, yard
piping, and potential electrical service improvements. Extensive northeast utility transmission mains
passing through the BCIRP Phase I need to be constructed concurrently or in advance of the BCIRP

Phase I to avoid disrupting park operations thereafter.
3) Orange Tree Wastewater Treatment Plant (OTWWTP) Effluent Disposal
The Orange Tree Wastewater Treatment Plant disposes its treated effluent by applying it to rapid
infiltration basins (percolation ponds). When the water table is high, these ponds are less efficient and
disposal issues result. To improve effluent disposal reliability, staff plans to construct one of the
previously designed NEUF deep injection wells on NEUF property approximately one mile north of the
former Orange Tree Utility Site. This deep injection well and the necessary piping will provide adequate
effluent disposal capacity for the current OTWWTP capacity as well as any foreseeable expansion. This
design scope of work includes the alignment of pipelines that will con vey the blended effluent to the
proposed deep injection well site.
The items included in the above three categories will be represented on one Northeast Base Map so that
pipe alignment decisions may be made in full consideration of competing interests. This base map will be
used to drive future designs and construction packages as needed to keep pace with development. If the
NEWRF and NERWTP construction is deferred, this work is still required to ensure that nearby projects
are constructed in consideration of utility requirements. In addition, the scope of work includes platting
the parent parcel that contains the NEWRF, the NERWTP, the BCIRP and the NERDC. Dividing the
parcel will optimize future efforts to proceed with a phased development plan.
FISCAL IMPACT: The above amendment of $149,943 will be split evenly between the water and
wastewater user-fee supported capital funds. Budget amendments are required to move funding from the
Orangetree Compliance project 70173 in the amount of $75,000 in the Water User-fee Capital Fund
(412) and $75,000 in the Wastewater User-fee Capital Fund 414 into the Northeast Utility Facility project
70194.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs, including concurrency requirements, the Federal Department of
Environmental Protection’s readiness reporting pursuant to permit conditions, and all other laws and
administrative codes and regulations.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: That the Board of County Commissioners approves and authorizes the
Chairman to execute the attached Sixth Amendment to Contract No. 04-3673 with Carollo Engineers,
Inc., in the amount of $149,943, and to authorize the necessary budget amendments.
