EXECUTIVE SUMMARY
Recommendation to approve a payment in the amount of $1,485 to Johnson Engineering, Inc.,
for professional services rendered regarding the elevation certificate project.
OBJECTIVE: To approve payment of the remaining balance so that the professional services provided
by Johnson Engineering can be compensated as originally agreed under Work Order 4500142233.
CONSIDERATIONS: The Board of Commissioners purchases flood insurance to protect the County's
real and personal property assets against losses caused by the peril of flood. Additionally, it is
purchased in order to comply with Section 311 (42 U.S.0 5154) of the Stafford Act, which requires that
an applicant for FEMA assistance "shall comply with regulations prescribed by the President to assure
that, with respect to any property to be replaced, restored, repaired, or constructed with such assistance,
such types and extent of insurance will be obtained and maintained as may be reasonably available,
adequate, and necessary, to protect against future loss to such property."
The latest Flood Insurance Rate Maps were adopted in May, 2012. These maps significantly extended
the boundaries of the special flood hazard areas. This placed many county owned properties in flood
zones that previously were excluded. The Risk Management staff, Real Property Management staff and
the County's insurance broker, IRMS, worked together to identify properties that fall within the special
flood hazard areas of the newly adopted rate maps.
Originally, one hundred sixty seven (167) properties were identified in special flood hazard areas.
Surveys were to be completed and elevation certificates were obtained by the completion date of March
28, 2013 for the majority of the properties; however, elevation certificates for nine (9) remaining
properties where obtained after the completion date due to the inability to access the premises and/or
areas to be inspected and the need for a county employee to be present at the time of the inspection.
It was anticipated that Johnson Engineering, Inc., would access the properties within the timeframe of
the established Work Order 4500142233. Due to an unusually high rainy season, they were not able to
adhere to the schedule. Johnson Engineering was finally admitted onto the properties in April 2013;
however the work order had expired March 28, 2013.
Two previous invoices were submitted for payment and payment provided in the amount of$16,500 and
$9,515. The payment of the $1,485 will complete services contemplated in the original Work Order total
of$27,500 dollars.
FISCAL IMPACT: The cost to obtain the final nine (9) elevation certificates for these properties in a
special flood hazard area was $1,485.00, and funds were encumbered in the original Work Order.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
RECOMMENDATION: That the Board approves the payment of $1,485.00 for the balance of
compensation due to Johnson Engineering, Inc. for their professional services as outlined above.
