EXECUTIVE SUMMARY Recommendation to approve Change Order No. 1 to Contract#11-5639 in the amount of$68,500.00 with TY Lin International, for "Design & Related Services for the Replacement of CR29 Bridge (#030161) over Chokoloskee Bay"for Project No.66066. OBJECTIVE: Change Order No. 1 is required to provide revised design documents for the Chokoloskee Bridge Replacement and to complete post design services. CONSIDERATIONS: The purpose of this Project is to improve the serviceability of the Chokoloskee Bay Bridge connecting Chokoloskee Island to Everglades City along CR 29/Copeland Avenue. The existing bridge was built in 1955. County staff conducted a public information meeting on May 23, 2013, to present the 60% design phase proposed improvements to area residents and stakeholders and to solicit comments. The design engineers were on hand to provide technical support. Comments received from residents and the Ochopee Fire Department was overwhelmingly in support of more clearance under the bridge to allow boats better navigational access to the bay. Other concerns arose related to preservation of the recreational aspect to the area including parking and fishing. Some of those aspects would have been lost because the proposed replacement bridge would take up more room than the existing bridge. The design team was also concerned with avoiding and minimizing impacts to the sensitive environment surroundings of the project. With the current conservative design, the goal was to minimize costs as much as possible with a utilitarian design. After receiving feedback at the public meeting, staff asked the designers to investigate the following: • Alternate profile geometries which could provide a higher navigable clearance; • To identify potential parking areas; recreational access to the water from either end of the bridge; • To evaluate the environmental and permit implications of dredging under the bridge as part of the project; and, • To reevaluate the potential to:- stow faiiurt, during construction due to unstable soils being behind the existing seawalls. The designers came up with three alterative profiles that would raise the bridge 2 to 5 feet as well as provide the additional footprint for parking and water access. These items could potentially increase the cost of the project from $500,000.00 to $750,000.00. Packet Page -743- 9/10/2013 16.A.48. Staff is recommending its decision to modify the current design so that the bridge could be raised an additional 3 feet. The justification from an engineering standpoint is that the additional height would satisfy one aspect of the clearance requirements that the current design did not meet—the debris clearance criterion; which requires that the low member of the bridge be 2' above flood stage. The originally proposed utilitarian design could not meet that clearance criterion. From a social standpoint a higher bridge, better parking and water access would provide a benefit to the residents and stakeholders who use the bridge. FISCAL IMPACT: Funds in the amount of$68,500.00 are available in gas taxes. The initial engineer fee approved by the BCC on Sept. 13, 2011 was $450,000.00; with this change order the engineering fee will be $518,000.00. The project is in the 60% design phase and the Engineer's estimate to replace the asset is at $4,918,500 and it has an expected useful life of 100 years. However, given the lifecycle costs of a bridge, actual maintenance costs are anticipated to be minimal for the first five to seven years in service. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. RECOMMENDATION: That the Board of County Commissioners 1. Approves the Change Order No. 1 to contract 11-5639 with T.Y. Lin International, and 2.
