EXECUTIVE SUMMARY Recommendation to recognize additional Federal Highway Administration Section 112 "PL" funding for FY2013/14 in the amount of $711,254 to the Collier Metropolitan Planning Organization and to authorize the necessary budget amendment. OBJECTIVE: For the Board of County Commissioners (Board) to recognize additional funding for Joint Participation Agreement 423645-1-14-01 awarded to the Collier County Metropolitan Planning Organization (MPO) by the Florida Department of Transportation (FDOT) and to authorize the necessary budget amendment. CONSIDERATIONS: On June 12, 2012 the Collier County Board of County Commissioners recognized that the MPO had entered into a two-year Joint Participation Agreement (JPA) with the Florida Department of Transportation for accomplishing tasks identified in the MPO's Unified Planning Work Program (UPWP). It also recognized the corresponding new grant revenues of $533,515 from the Federal Highway Administration (FHWA) Section 112 "PL" source plus PL funds carry-over of$371,000 to total $904,515 for MPO fiscal year 2012/13. In FY2013/14 the MPO will receive an additional $711,254 in FHWA "PL" funding from FDOT to continue conducting transportation planning activities that must meet Federal/State requirements for urbanized areas with more than 200,000 residents. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of$711,254 in Growth Management Division (GMD) Grant Fund 711, Project 33221. There is no requirement for a local match. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's Growth Management Plan. RECOMMENDATION: That the Board authorizes the necessary budget amendment to recognize additional FHWA 112 "PL" grant revenue totaling $711,254 in JPA Agreement 423645-1-14-01.
