EXECUTIVE SUMMARY
Recommendation that the Board, acting as the Airport Authority, accepts the attached
Inspection Results of KPK Management,Inc.,which is now in compliance.
OBJECTIVE: To provide results of June 17, 2013 inspection of KPK Management, Inc.
facilities at the Immokalee Regional Airport.
CONSIDERATIONS: KPK Management, Inc. (KPK), the present subtenant of the Immokalee
Airport Incubator Building under a sublease dated August 15, 1999, was required to clean up the
building, remove all safety hazards, and otherwise fulfill its maintenance requirements within
thirty (30) days of Notice, or be removed as the Subtenant from the Immokalee Airport Incubator
Building (May 14,Agenda Item 10E).
The Airport Manager and Executive Director met with KPK on May 15, 2013 to discuss the
required repairs, and agreed to provide a checklist to assist KPK in tracking the repair progress.
This checklist was provided to KPK on May 29, 2013, and contained notification that the final
inspection would be conducted on Monday, June 17, 2013. In addition KPK was notified that
Airport management would conduct a progress inspection on June 10, 2013 to answer any final
questions prior to the final inspection.
A progress inspection was conducted on Monday, June 10, 2013. At that time approximately
eighty percent(80%) of the repairs to the facility had been accomplished.
Airport Management conducted a final inspection on Monday, June 17, 2013, and it was
determined that all items on the inspection checklist have been successfully repaired.
FISCAL IMPACT: There is no revenue shortfall as a result of keeping the sub-leases.
GROWTH IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, who is
pleased to note that there are no legal issues remaining with respect to this matter. This is only
an informational item requiring no action by the Board. -JAK
RECOMMENDATION: That the Board, acting as the Airport Authority, accepts the attached
inspection results of KPK Management, Inc. conducted by Airport Management on June 17,
2013.

Re: Lease Compliance Inspection Report—Final Inspection to Cure All Faults
Dear Mr. Fox:
On Wednesday, January 16, 2013 the Management Staff at the Immokalee Regional Airport
conducted the annual Compliance and Safety Inspections of your leased building located at 160
Airpark Boulevard in accordance with the provisions of Article XXIII "Inspection of Premises" of
your sub-lease agreement. In attendance were Leo Rodgers, Immokalee Fire District Fire•Marshal;
Chris Wiggins, Immokalee Airport Operations; Thomas Vergo, Airport Manger of Immokalee
Regional Airport; Chris Curry, Collier County Airport Authority Executive Director; and your
designee, Ronald Gills. The overall condition and maintenance of the facility in compliance with
Article VIII Sections A, B1, & B2 of the original sublease dated and executed on August 15, 1999
was accessed. You were issued a report of the inspection results on February 4, 2013.
A follow-up inspection was conducted on Wednesday, February 27, 2013. Management Staff and
the Immokalee Fire Marshal were informed by your representative, Ronald Gills, that with
exception of a few items, none of the items listed on the February 4, 2013 inspection report had
been completed. A request for a proposed repair schedule was sent to you on March 11, 2013 so
Airport Management could setup future compliance inspections. Due to disputes on some of the
repair requests, a formal schedule was never submitted.
Your lease compliance issues were brought before the Collier County Board of County
Commissioners at the request of Commissioner Henning on Tuesday, May 14, 2013. Pictures of the
lease compliance issues were shown, and your lease was discussed by the Commission. The end
result was to allow you thirty (30) days to bring your leased facility into full compliance as decided
by the Airport Executive Director, Chris Curry. The Airport Manager and Executive Director met
with you the next day to discuss your repair plans and answer any questions you might have. It was
decided that the Airport Management team would provide you with a checklist to assist in tracking
your repair progress. This checklist was provided to you on May 29, 2013, via email, by the Airport
Manager, Thomas Vergo. This checklist also notified you of your scheduled repair deadline of
Monday,June 17, 2013.

A progress inspection was conducted on Monday, June 10, 2013. Representatives of the Collier
County Facilities Department and the Airport Executive Director and Airport Manager were in
attendance. At the time of that progress inspection, approximately eighty percent (80%) of the
repairs to the facility had been accomplished, and the interior carpets were scheduled to be replaced
within the next few days. Those in attendance were also informed that you would be cleaning and
resealing the parking lot that weekend. Also discussed were the replacement of the linoleum floor
tiles in the two work areas, and the methods of repairs to the ceiling and wall insulation.
Your final inspection was conducted on Monday, June 17, 2013 at 9:00 am. In attendance were the
Executive Director, the Airport Manager, you, and Ronald Gills. At the time of this inspection, you
stated that you had all of the items either completed or almost completed.
A detailed inspection was conducted,photos of some of the more important items were taken for the
record, and it was determined that you had successfully repaired all items on the inspection
checklist, as indicated on the attached copy of the completed checklist.

Li Pavement markings such as parking spaces, stop bars,and safety lines are faded and/or
missing as shown on building plans(Identified on previous inspection report from

o Recommended Action: schedule parking area to be restriped and curbs cleaned

preserve pavement and extend useful life.
I At the rear of the building, trash and debris have been allowed to accumulate in the paved
common area. There are weeds and vegetation growing inside the dumpster enclosure and
inside stacked pallets near the enclosure(Identified on previous inspection report from
3/1/2012).
o Recommended Action: Remove debris from rear of building in accordance with
lease to allow landscaping contractor to safely service the property on a weekly
basis.
/ Metal racks and supplies blocking truck pallet lift (Identified on previous inspection report
