EXECUTNE SUMMARY
Recommendation to acknowledge and approve the "HITS Triathlon Series ", event to take
place in Collier County on January 12 -13, 2014, including evening hours.
OBJECTIVE: That the Board of County Commissioners (Board) acknowledge and approve the
"HITS Triathlon Series" event to take place in Collier County on January 12 -13, 2014, which
includes evening hour activities.
CONSIDERATIONS: The "HITS Triathlon Series" has been a successful athletic event in Collier
County for the past two years. This event consists of various segment lengths for participants with
the most being 2.4 miles of swimming, 112 miles of bicycling, and 26.2 miles of running. The full
length participants may still be active into the evening hours, which could be as late as midnight.
The evening hours are required to complete the event. Night participants are required to wear
headlamps (to see and be seen) and reflective tape. The event takes place in January in northern and
eastern Collier County. The promoter coordinates with the Parks & Recreation department for the
transition site. The promoter hires the Collier County Sheriff s Office to manage the Maintenance of
Traffic (MOT) and monitor public safety. In 2011 the event drew 600 participants and in 2012 drew
900 participants. The promoters anticipate 1200 plus participants for January 2014.
The last event we had received a few complaints involving temporary road closures and community
impact. We have discussed these issues with the promoter and the Sheriff s Office. In order to better
inform the public, the promoter will advertise with Variable Message Boards on the main travel
routes, and via advertisement in the Naples Daily News, identify the routes to be used in the
Triathlon, for a period of one week prior to the event.
We want the Board to be fully aware of the event and the activities to be held during the evening
hours (as late as midnight) to prevent any future public impact concerns that may arise. This activity
brings visitors, commerce, and dollars into Collier County. Right -of -Way Permitting has advised the
applicant of the requirements for permit approval. Staff has also met with the Sheriffs Office to
discuss their plans for the event.
FISCAL IMPACT: There is no cost to Collier County associated with this proposal.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT

The Event consists of Triathlon races that will take place on Saturday and Sunday, January 11-
12, 2014 with event check -in to commence on Friday, January 10, 2014. The Event is being
produced by HITS, Inc., located at 319 Main Street, Saugerties, NY 12477, as part of its
nationwide HITS Triathlon Series.
There will be fire triathlon competitions, all of which will Include swim, bike and run components.
Set up for the event will take commence on Thursday, January 9, 2014 and continue on Friday,
January 10, 2014. Two of the triathlon competitions will take place on Saturday, January 11,
2014 and the remaining three competitions will take place on Sunday, January 12, 2014. Take-
down will take place on Monday, January 13, 2014.

Event organizer will provide press releases to local area newspapers and will work with local
officials to supply the release to local print, radio and television broadcast outlets.
Event Day Communications
Communications will be accomplished primarily with cell phones.
Emergency Services
Event organizer will have an ambulance and EMTs at Vanderbilt Beach from 7:00 AM to 9:00 AM
on Saturday and Sunday. Thereafter EMT's will be on hand at the transition area until the
conclusion of all races for each day. All staff members and volunteers will be given cell phone
numbers for key members of event management. Situations requiring an emergency response
will be communicated by radio and /or cell phone to a designated member of management, who
Will then alert emergency services personnel.
Spectator Control
Spectators will largely consist of family and friends of event participants, who will be located in the
park at the start and finish line of the competition. Staff, including the event announcer will be
diligent in keeping the course clear of spectators and will employ the use of barriers as
necessary.
Pavement Markings
There will be no pavement markings. Bicyclists and runners will be separated from motor vehicle
traffic with traffic cones. Information and directional signs for participants will be on folding sign
boards.
Event Day Roadway Signing for Event Participants
Informational and directional signs will be located along the race courses to assist the
participants. All signs will be located well off the traveled roadway and shoulder. Signs that are
set up adiacent to sidewalks on the Run Course will be located well off of the sidewalk so as not
to obstruct runners or other pedestrians. Event signs include the following:

Aid Stations
Aid Stations will be located every 10 miles on the Bike course and every 1.5 miles on the Run
course. All I Aid Stations will have water, energy drink, energy bars, gels and fruit. All Aid
stations will include an 8' table two chairs and a 10'x 10' pop -up tent. Aid Stations atmike
marker #3 and #6 on the Saturday Run course may include portable toilets.
All items associated with the Aid Stations will be located well off the roadway. Staff and
Volunteers manning the Aid Stations will be instructed to stay well off the roadway and not
permit athletes to stray into any portion of the roadway. Extra care will be taken in the vicinity
of the Bay Forest residential subdivision.
Runners Competing after Dusk
All participants competing in the Full distance race have until Midnight to complete the race. All
participants who are still on course after dusk will be issued headlamps to both illuminate the
surface they are running on and to enhance visibility. Most racers also wear highly reflective
clothing as an added measure of personal safety. We will remind racers of the need to be visible
in the written Athlete's Guide that is emailed to all participants and in the mandatory Racers'
Meeting on the day before the race Additionally, we will issue ANSI Class I reflective vests to all
racers who will be on the course after sunset and will have glow sticks and /or glow necklaces
issued by staff and volunteers at each aid station for any racer that needs or wants one.
Event Support Vehicles
• Motorcycle accompanying the lead cyclist of each race distance
• Follow vehicle to trail last full cyclist on Saturday, January 11, 2014 and last Olympic
cyclist on Sunday, January 12, 2014
• The last runner on each day will be monitored by staff and volunteers at Aid Stations.

• Up to three tents each of which will be open on all sides and contain less than 400
square feet with minimum fire break clearance of 12 feet
