Agenda 06/25/2013 Item #10F6/25/2013 10. F. EXECUTIVE SUMMARY Appointment of members to the Airport Authority Advisory Board. OBJECTIVE: To appoint two members to the Airport Authority Advisory Board to fulfill terms expiring on August 10, 2015. CONSIDERATIONS: The seven member and one alternate member Airport Authority .Advisory Board was created on March 7, 2010, by Ordinance No. 2010 -11. The Advisory Board was created to assist the Airport Authority with all issues affecting the Marco Island Executive Airport, Immokalee Regional Airport, and Everglades Airpark, including planning, development, and implementation of the policies, goals and objectives of the Airports. Members of the Advisory Board shall be residents of Collier County with business ability and experience in one or more fields which, by way of example, may include, but are not limited to, general business, economic development, aviation, public affairs, law, finance, accounting, engineering; natural resource conservation or other related fields. There shall be at least one member of the Advisory Board appointed from each of the communities of Immokalee, Marco Island, and Everglades City if a qualified candidate who resides within the respective area is available for appointment to the Advisory Board. No person holding elected office at the State, County, or Municipal level shall be appointed to, or be a member of, the Advisory Board. A list of the current membership is included in the backup. Also, the other applicant is an employee of Fletcher Flying Services and appointment would create a recurring voting conflict. Please see the back up for additional information. FISCAL IMPACT: NONE GROWTH MANAGEMENT IMPACT: NONE RECOMMENDATION: That the Board of County Commissioners considers the recommendations for appointment, reviews the opinion by the County Attorney and Airport Executive Director, and make a determination based upon that information. The Airport Authority Executive Director does not recommend either of the two applicants for the Airport Advisory Board for the following reasons. Mr. Vincent Keeys is located in commissioner /voter district 5. Currently both Advisory Board members and the one alternate member are all from district 5. Appointing another individual from district 5 would result in an over - representation of district and under- representation of all the other districts. Mr. Garrett, Jr. is an employee of a company that has a business at the Immokalee Regional Airport and does business with the Airport Authority, Fletcher Flying Services. Given the relationship, this appointment would create a recurring voting conflict. Accordingly, the County Attorney has strongly advised against such an appointment. I think I have a very firm rid know what the realities are of the Collier County airports. I think that has been sa bviously lacking in the majority of Board members for the last several years.
