Agenda 06/11/2013 Item #16D 66/11/2013 16.D.6.
EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) 412 -5976 "Golden Gate MSTU/MSTD Grounds
Maintenance" to Hannula Landscape & Irrigation Inc.
OBJECTIVE: To provide for on -going maintenance of landscaping and irrigation installed by the
Golden Gate Municipal Service Taxing Unit ( "MSTU ") within its boundary.
CONSIDERATIONS: On March 19, 2013, the Purchasing Department sent out 656 notices for
Invitation to Bid (ITB) #12 -5976 "Golden Gate MSTU/MSTD Grounds Maintenance." Thirty eight (38)
companies downloaded the bid package. The County received five (5) bids on April 16, 2013, from the
following contractors: Hannula Landscape & Irrigation Inc., Florida Land Maintenance, Inc. d /b /a
Commercial Land Maintenance Inc., Caribbean Lawn & Garden of SW Naples FL Inc., Superior
Landscaping & Lawn Service, and Leo Jr. Lawn & Irrigation Services LLC. Leo Jr. was deemed non-
responsive in that the documentation submitted did not provide evidence of the five (5) years minimum
Maintenance of Traffic (MOT) required for the bid submittal.
Staff is recommending an award of base bid to the lowest, responsive and qualified bidder, to Hannula
Landscape & Irrigation Inc.
Contractor
Base Bid Amount
Hannula Landscape
$200,450.90
Florida Land Maintenance
$231,903.70
Caribbean Lawn
$259,577.30
Superior
$321,143.84
FISCAL IMPACT: Golden Gate MSTU Fund 153 - 162521 other contractual has funds available for
on -going maintenance. Historically, actual maintenance contracting cost for previous fiscal years was
$140,000.00 for FY -12 and is estimated to spend $180,000 to close out current FY -13. For FY -13 there is
an increase for on -going maintenance cost due to the addition of landscape improvements to Hunter
Boulevard and Coronado Parkway as the installed landscaping has now matured and has past the initial
establishment period. It is anticipated that the on -going annual cost for maintenance under ITB 412 -5976
will be approximately $180,000.00 for the four (4) year term and will be funded by the MSTU. The
estimated annual cost for on -going maintenance includes a 4% contingency for incidental maintenance
cost.
LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board awards the base bid for Invitation to Bid (ITB) 912 -5976 to
Hannula Landscape & Irrigation Inc., and authorizes its Chairwoman to execute the attached contract
after final review by the County Attorney's Office.
