EXECUTIVE SUMMARY
Recommendation to approve the FY13 Program of Projects and the submittal of a grant
application through the Federal Transit Administration (FTA) Transportation Electronic Award
Management (TEAM) System for the FTA, 49 U.S.C. § 5307 FY13 grant funds estimated at
$2,857,524.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system.
CONSIDERATIONS: Each year the Alternative Transportation Modes (ATM) Department receives
federal grant funds for the management of CAT System under the Urbanized Area Formula Program (49
U.S.C. § 5307) to be used predominantly for transit capital projects as defined by the Federal Transit
Administration (FTA). It has been the general practice of FTA to announce the grant appropriations for
the current Fiscal Year during the months of December through March. However, this year the
apportionments were announced later than typical and have been made available in incremental portions.
The first announcement of funds availability for the FY 2013 apportionment was announced in the
Federal Register on December 7, 2012, and consisted of 50% of the funding. The announcement for
100% of the funds was made by FTA on May 8, 2013; however, funds will not be available for obligation
until publication in the Federal Register, which is forthcoming. This incremental apportionment is the
result of the passing of Moving Ahead for Progress in the 21" Century (MAP -21) and continuing
resolution appropriations. CAT has prepared the proposed Program of Projects and has taken it through
the Public Involvement Process (PIP).
Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore a portion of
the 5307 funding received is shared with Lee County. The amount allocated to the Bonita Springs/Naples
Urbanized Area would be $3,247,187. The portion of the grant funds awarded to Collier County is
estimated at $2,857,524 and the difference of $389,663 would be distributed to Bonita Springs/Lee
County.
In order to utilize these funds, a grant application must be entered into the Federal Transit Administration
(FTA) Transportation electronic Award Management (TEAM) System. The application has been
prepared and attached for the Board's approval.
Projects proposed for the anticipated appropriated funding may include, as funding permits: (1) transit
improvement projects which are amenities such as bus shelters and amenities replacement and /or repair;
(2) security enhancement for our CAT facility; (3) provision of Americans with Disabilities Act (ADA)
Paratransit services; (4) bus route operations; (5) replacement of rolling stock (1 bus) that has exceeded its
life expectancy; (6) rolling stock (1 cutaway transit vehicle); (7) service and preventative maintenance of
rolling stock (buses and support vehicles); (8) rebuilds (3 buses to extend the life expectancy); (9) Radio
Road CAT facility improvements; and (10) Mobility Management — Call Center.

*A 50 (b'44-2,610) local funds match is required.
The capital portion of the grant requires a 20% match. Collier County has requested approval from the
Florida Department of Transportation (FDOT) for the use of toll revenue credits in the amount of
$603,729 as a soft match for the grant. Collier County has received $17,481 in proceeds from the sale of
assets (buses and fareboxes) and will be reinvesting these proceeds into the transit system, specifically the
rolling stock.
FTA regulations require that proceeds generated by federal assets will be reinvested into the transit
system's capital procurement program. Sales of federal assets will be reinvested into the new rolling
stock purchases identified in the FY13 Program of Projects.
After review and approval by FTA, the grant award is electronically executed in TEAM by the Collier
County BCC appointed designee, Stephen Carnell. Alternative Transportation Modes (ATM) and Office
of Management and Budget (OMB) grant compliance staff will also use this electronic system to manage
the project and submit all required reports.
FISCAL IMPACT: The grant apportionment is $2,857,524 and includes use of $442,610 for operating
assistance. Operating assistance funding requires a dollar for dollar cash match which is available
predominantly from the annual Gas Tax (313) transfer to support transit operations. Budget amendments
for the award and local match will be required once the grant has been awarded.
LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board approve the Program of Projects identified herein and
authorize Collier Area Transit to apply and submit the attached grant application for the Federal Transit
Administration, 49 U.S.C. § 5307 available grant funds for fiscal year 2013.

The total FY 2013 Section 5307 Urbanized Area Apportionment has been made available to the Bonita
Springs /Naples UZA. The total (100 %) amount of the FY 2013 5307 FTA apportionment is $3,247,187. Collier
County's portion of the grant funds is estimated at $2,857,524. The difference of $389,663 is the Bonita
Springs /Lee County's portion. The funds will be utilized to improve the security at the CAT operations facility;
provide ADA Paratransit services; passenger transit improvements, replacement of rolling stock and operating
assistance. Funds will also be used for preventative maintenance of the rolling stock. Collier County has received
$17,481 in proceeds from sale of assets and will be reinvesting these proceeds into the transit system. The
assets were rolling stock and fareboxes purchased with FTA funds. The grant funds will be budgeted as follows:
