EXECUTIVE SUMMARY
Recommendation to provide additional evaluation points for Economic Development projects in
Immokalee for the FY2013-2014 U.S. Department of Housing and Urban Development (HUD)
Community Development Block Grant(CDBG)Program grant application cycle.
OBJECTIVE: Offer preference to Economic Development projects that concentrate their focus
specifically in Immokalee.
CONSIDERATIONS: The County's U.S. Department of Housing and Urban Development (HUD) 5-
year Consolidated Plan includes a housing assessment, market analysis and assessment of community
development needs. The Plan establishes the County's program priorities, goals and objectives for
community development programs and sets the framework for subsequent one year action plans that
describes specific activities to be funded through the County's grant program.
In order to guide public and non-profit organizations seeking funding, the County has developed certain
strategies to accomplish the Plan's goals, objectives and policies. The Plan identifies the following
Community Development Block Grant(CDBG)project strategies:
Infrastructure Community/Public Facilities
Public Service Initiatives Economic Development*
Special Needs Housing Housing Rehabilitation
* Economic Development opportunities which will include but not be limited to such projects as:
• Job creation/retention/expansion
• Technical assistance to micro-enterprise businesses
• Entrepreneurs workshops
• One-on-one counseling
In September 2012, the Southwest Florida Regional Planning Council (RPC) updated a U.S. Economic
Development Administration (EDA) study entitled "Southwest Florida Comprehensive Economic
Development Strategy (CEDS), S'" edition". The study analyzes the region's economic development
vision (Charlotte, Collier, Glades, Hendry, Lee and Sarasota Counties). The RPC and EDA share the
mission to support a regional strategy is to "invest in projects and programs that provide a foundation for
sustainable job growth and the building of durable regional economies".
The CEDS report was also coordinated, and is consistent with, the statewide economic development
efforts of Enterprise Florida's strategy outlined in the Enterprise Florida's Roadmap to Florida's Future,
2007-2012 Strategic Plan for Economic Development. Finally, the CEDS was coordinated with the
Regional Economic Development Agencies and Southwest Florida Workforce Development Board.
The CEDS report identifies a number of regional vital projects that support innovation and economic
development. One project, in particular, supports the need for more economic development focus for
Immokalee. On page 30 of the report the Immokalee Business Development Center [IBDC] was
identified as an organization that"addresses the general problem of a weak economy and business climate
in Immokalee, and some barriers to entry for new businesses. Economic and social conditions are
addressed and overcome through a combination of technical assistance, education, training, and business

guidance. The IBDC promotes business growth, job creation, and economic growth for the Immokalee
Community..."
In order to be a strong supporting partner with our citizens, the RPC and other statewide economic
development organizations,HHVS staff is recommending that in Fiscal Year 2013-2014 HUD grant cycle
we provide economic development support to organizations that support business development, business
retention,job creation,job retention or expansion in Immokalee, especially those organizations having an
existing office and that provide primary focus in the Immokalee Community.
Immokalee economic development organizations will still be required to submit an application and
compete with other organizations. However, staff is proposing to evaluate economic development projects
through an additional point system. A bonus point system would be developed. A suggested bonus point
system for economic development is outlined herein:

Business development organizations with an existing
office and with primary focus in Immokalee — 15
business development, existing business retention and
expansion, for low moderate income employees for
job creation/retention/expansion
This year's evaluation criteria also includes bonus points for project readiness, leverage of other funds,
collaborative efforts and an intensive impact on the community, i.e., increase per capita benefit.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funding is available
through HUD and within Housing Grant Fund(705).
LEGAL CONSIDERATIONS: Evaluation criteria are not expressly stated in grant regulations.
Staff applies HUD guidelines when establishing evaluation criteria. Economic Development and
other funding categories are set forth in the Board's approved Five Year Consolidated Plan.
HUD guidelines allow local jurisdictions to assign additional points to those funding categories it
desires to emphasize.
Evaluation criteria are not typically presented for Board approval as a separate item. When staff
seeks Board approval of the Entitlement funding allocations, the Board always has authority to
accept or reject the recommendation based on the evaluation criteria applied or for any other
non-discriminatory reason. This item is being brought to the Board because it represents a
recommended change in policy to emphasize Economic Development over the other Board
approved funding categories. Accordingly,this item is approved as to form and legality and
requires majority vote for approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further certain Goals, Objectives and Policies within the Housing Element of the Growth Management
Plan.
RECOMMENDATION: Recommend the Board provide additional evaluation points for Economic
Development projects in the Immokalee Community for the FY2013-2014 HUD CDBG Program grant
application cycle.
