EXECUTIVE SUMMARY
Recommendation to approve after-the-fact amendments between Collier County Commissioners
and the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest
Florida, which reflects funding changes; and approve budget amendments accordingly for the FY
12-13 State General Revenue Seniors Program.(Fiscal impact$68,019)
OBJECTIVE: The execution of these agreements and budget amendments is necessary for
uninterrupted support services to Collier County Services for Seniors(CCSS)frail, elderly clients.
CONSIDERATIONS: The Services for Seniors program, managed within the Housing, Human and
Veteran Services (HHVS) Department, has been providing support services to Collier County's frail
elderly citizens for over 32 years through the Community Care for the Elderly (CCE), Home Care for the
Elderly (HCE), and Alzheimer's Disease Initiative (ADI) grant programs. All three (3) grants are
awarded to Collier County by Senior Choices of Southwest Florida (SCSWF) through grants received
from the Florida Department of Elder Affairs (DOEA). These grants enable the County's Services for
Seniors Program to provide services to seniors and their caregivers, allowing them to remain in their
homes and live with independence and dignity.
The CCE amendment contractually increases this program by$48,000 in funding. The HCE amendment
contractually decreases the HCE Basic Subsidy Program by $17,270 and increases the HCE Elderly
Special Subsidy by $3,000 resulting in a net total decrease to HCE of$14,270; However, as the Basic
Subsidy portion is retained by SCSWF,this results in a$3000 increase in funding for the CCSS program
budget. The ADI amendment contractually increases this program by$11,685 in funding. These
increases allow CCSS to provide continued services to qualified seniors in Collier County.

The amendment was received by staff on April 16, 2013 and was required to be returned to Senior
Choices within 30 days. This amendment is being presented after-the-fact because it was not received in
time for it to be processed to meet the agenda submittal deadline for the April 23, 2013 Board meeting
and it would not be routed for the Chairwoman's signature until after the May 14, 2013 Board meeting.
In order to remain in compliance with the grant and to be able to continue to provide much needed
services to the County's frail elderly it was necessary to execute the amendment prior to the regularly
scheduled Board meeting. Consequently, pursuant to CMA 5330 and Resolution No. 2010-122, the
County Manager authorized Steve Carnell, Interim Administrator, to sign the contract amendment.
Collier County as the Lead Agency is responsible to respond to seniors needs and to manage the spending
authority for the CCE,HCE and ADI programs.
FISCAL IMPACT: Total fiscal impact to CCSS totals $68,019.00 and includes the CCE match
requirement of$5,334.00. Budget amendments are required to the amount of$62,685.00 to recognize
additional revenues to Human Services Fund 707,Project 33216(CCE)by$48,000.00,Project 33217
(HCE)by$3000 and Project 33215 (ADI)by$11,685. These budget amendments are required for Collier
County to pay vendors for services through June 30,2013. The 10%match requirement for CCE, in the
amount of$5334.00 will be met by vendor in-kind match pursuant contract terms. Matching funds are
not required in the ADI or HCE programs.
GROWTH MANAGEMENT: There is no growth management impact from this recommendation.
LEGAL CONSIDERATIONS: A standard form amendment provided by Senior Choices of Southwest
Florida was used for each agreement. This item is approved as to form and legality, and requires majority
vote for approval.—JAB
