Agenda 05/28/2013 Item #16D 3 5/28/2013 16.D.3.
EXECUTIVE SUMMARY
Recommendation to approve the Parks and Recreation Department's participation in the
Immokalee Out-Of-School Time Initiative (IOSTP); authorize the Chairwoman to sign a
Memorandum of Understanding (MOU) with the Southwest Florida Workforce Development
Board, Inc. which will provide funds to allow up to 80 children to receive free recreational and
tutoring opportunities during the summer.
OBJECTIVE: The objective of this action is to authorize a MOU that will allow for up to 80 children to
participate in summer recreation camp. In addition, the children will receive tutoring as part of their
summer camp experience.
CONSIDERATIONS: The Parks and Recreation Department provides summer recreation experiences
for children throughout Collier County. In Immokalee, summer recreation camps are provided at
Immokalee Community Park. This is the second year the Workforce Development Board has approached
Collier County Parks and Recreation Department to partner with them in this initiative. Last summer 100
children participated at the Immokalee Community Park Summer Camp program and approximately 40
were part of the Southwest Florida Workforce Development Immokalee Out-Of-School Time Initiative.
The Southwest Florida Workforce Development Board, Inc. is participating in a community-wide
initiative for summer 2013 called the Immokalee Out-Of-School Time Initiative (IOSTP). This initiative
seeks to provide recreational opportunities for children of Immokalee and also to provide educational
tutoring during the children's summer break. This agreement will provide funds to allow up to 80
children to receive free recreational and tutoring opportunities during the summer.
FISCAL IMPACT: Participation in the IOSTP will increase personal service and operating costs as the
summer camps and maintain a 1:18 ratio of staff to camp attendees. Funds are currently included in the
budget for the Immokalee summer recreation camp at the same level as the prior year, or for
approximately 99 participants. The Workforce Development Board will provide funding for up to eighty
(80) additional students with a 9-week summer program at a $13.33 per day reimbursement rate, not to
exceed $48,540. A budget amendment associated with this program will increase the summer camp
program revenues by $48,540 and appropriate expenditures in the same amount within the MSTD
General Fund (111), Immokalee Recreation Fund Center (Immokalee Community Park). Revenues are
expected to exceed expenses by approximately$16,000.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -JBW
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
RECOMMENDATION: That the Board of County Commissioners approves the Parks and Recreation
Department's participation in the IOSTP; authorize the Chairman to sign the MOU with the Southwest
Florida Workforce Development Board,Inc.
