EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (BCC) acting in its capacity as the
Collier County Community Redevelopment Agency (CRA) reject the proposals received in
response to grant-funded solicitation No. 12-5855 — Immokalee Crosswalk Improvements and
approve the attached budget amendment which will allow staff to issue a work order to AIM
Engineering & Surveying under County-Wide Engineering Services Agreement #09-5262 in the
amount of$73,070.
OBJECTIVE: For the CRA to 1) reject the proposals received in response to grant-funded
solicitation No. 12-5855 — Immokalee Crosswalk Improvements, and 2) approve a budget
amendment which will allow staff, working with the Purchasing Department, to issue a work
order to AIM Engineering & Surveying under County-Wide Engineering Services Agreement
#09-5262 in the amount of$73,070 to conduct a pedestrian safety audit and produce construction
drawings for improvements that will alleviate historical pedestrian/vehicular incidences along
State Road 29 (Main Street) and South First Street within the Immokalee Central Business
District.
CONSIDERATION: On October 25, 2011, Agenda Item #16(D)(2), the BCC approved a grant
funding Agreement between the Collier County Department of Housing, Human and Veteran
Services (HHVS) and the Immokalee Community Redevelopment Agency (CRA). The grant, in
the amount of $140,000, was intended to fund pedestrian system improvements along the
Immokalee Central Business District Corridor.
Due to the unanticipated time commitment involved in the grant-funded RFP procurement
exercise, the CRA was unable to adhere to the performance schedule outlined in the original
HHVS/CRA Grant Agreement. As a result, on April 23, 2013, Agenda Item #16(B)(2), the CRA
ratified a Letter of Termination for Convenience to HHVS regarding this funding Agreement.
Staff recommends rejecting the proposals received under this RFP due to the CRA's inability to
adhere to the performance schedule in the grant agreement.
CRA staff is also requesting approval of the attached budget amendment which will establish
sufficient funding within the Immokalee MSTU budget commitment item entitled "Other
Contractual Services" to issue AIM Engineering & Surveying a work order under County-Wide
Engineering Services Agreement#09-5262.
FISCAL IMPACT: Sufficient funding currently exists within MSTU"Capital Improvements
General"budget commitment item #162-162524-763100 to fund this request. The attached
budget amendment will simply reallocate the funds into budget commitment item #162-162524-
634999 entitled "Other Contractual Services".
GROWTH MANAGEMENT IMPACT: This action furthers the programs and projects within
the budgetary and policy guidance and directives of the Community Redevelopment Agency and
the Board of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Element
of the Growth Management Plan which reads as follows:

"The Immokalee Area Master Plan addresses conservation, future land use, population,
recreation, transportation, housing, and the local economy. Major purposes of the Master Plan
are coordination of land uses and transportation planning, redevelopment or renewal of blighted
areas, and the promotion of economic development."
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires majority vote for Board approval.—CMG
