EXECUTIVE SUMMARY
After the fact approval: Recommendation that the Board of County Commissioners
approve the seventeenth year SCAAP letter delegating authority to Sheriff Kevin Rambosk
to be the official grant applicant and contact person, or his designee, and to receive and
expend the payment of the seventeenth year of State Criminal Alien Assistance Program
(SCAAP) grant funds.
OBJECTIVE: To seek consent from the Board of County Commissioners to delegate authority
to Sheriff Kevin Rambosk to apply for the seventeenth year of State Criminal Alien Program
(SCAAP) grant funds and sign a delegation of authority letter stating the same.
CONSIDERATION: On June 28, 2012 the Board designated Sheriff Kevin Rambosk as the
applicant, signing official and contact person for the sixteenth year of State Criminal Alien
Assistance Program (SCAAP) funding. A letter delegating authority was signed by the Chairman
Coyle in June 2012. Current Board approval is requested designating authority to Sheriff Kevin
Rambosk to be the official 2013 grant applicant and contact person, or his designee, and to
receive and expend the payment of seventeenth year SCAAP grant funds. The grant was
submitted May 13, 2013.
FISCAL IMPACT: The potential award of SCAAP funding is for costs associated with the
incarceration of aliens. The amount of grant funding is unknown but is based upon the number of
aliens incarcerated and the agency's associated corrections salary expenses between July 1, 2011
and June 30, 2012. This is an outright award with no required local match.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority vote for approval. - JAK
GROWTH MANAGEMENT: None.
RECOMMENDATION: That the Board of County Commissioners approve the seventeenth year
SCAAP letter delegating authority to Sheriff Kevin Rambosk to be the official grant applicant
and contact person, or his designe and to receive and expend the payment of seventeenth year
SCAAP funds.

SUBJECT: County Manager review and approval of a 2013State Criminal Alien Assistance
Program Grant Application, amount based upon the number of incarcerated aliens and salary
expenses between July 1, 2011 and June 30, 2012.
The Collier County Sheriff's Office is applying for a 2013 State Criminal Alien
Assistance program ( SCAAP) for the seventeenth consecutive year. The potential grant award
will be used for costs associated with the incarceration of aliens and the amount of funding is
based on the number of incarcerated aliens between July i, 2011 and June 30, 2012. There is no
match requirement for this grant program, and the application is due May 13, 2013. Due to an
unexpected delay with obtaining legal approval, the CCSO is requesting your approval to submit
the grant application, followed by after the fact approval by the Board of County Commissioners.
Your approval will authorize Sherrifi Kevin Rambosk to submit the grant application and
be the official contact person for the seventeenth year of SCARP funding. A letter delegating
authority will be sought for signature by the BCC Chairwoman at the May 14, 2013 BCC
meeting
