EXECUTIVE SUMMARY
Recommendation to award Bid #13 -6088 Surplus Sale of Fare Boxes and Counters for the amount
of $8,600.
OBJECTIVE: To sell surplus manual fare boxes and counters that were replaced with electronic fare
box system and passenger counters and reinvest revenue received from sale back into the transit system.
CONSIDERATIONS: Pursuant to Chapter 274.05, F.S. 148 invitations were sent out on March 27,
2013 for Bid #13 -6088 Surplus Sale of Fare Boxes and Counters. The equipment was offered to
governmental agencies and bid offers were due on Wednesday, April 10, 2013. One bid offer was
received from Martin County Board of County Commissioners for 16 fare boxes and 8 fare counters at a
total of $8,600.
The equipment was offered to the public and bid offers were due on Wednesday, April 17, 2013. One
bid offer was received from AIAssets, Inc. for 27 fare boxes and 23 fare counters at a total of $1,135.
Staff is recommending award of 16 fare boxes and 8 fare counters to Martin County Board of
Commissioners for $8,600. In addition, staff is recommending rejection of Al Assets, Inc. offer as it
came in too low. Staff will conduct another surplus sealed bid at a later date in an effort to receive more
favorable bids or determine whether the scrap value for the remaining equipment (11 fare boxes and 15
fare counters), provided they are deemed to have reached their useful life, exceeds the minimal offer
received from Al Assets, Inc. (total of $575 for the remaining equipment).
The equipment was originally purchased with FTA funding and has varying useful life. Approval for
disposition was given by the FTA and proceeds can be used for a future eligible transit use /project.
FISCAL IMPACT: Proceeds in the amount of $8,600, from the sale of the fare boxes and counters,
will be posted to CAT Grant Match Fund 425. These funds are restricted for use in a future eligible
transit capital project pursuant FTA Circular 9030 1D. A subsequent action to recognize the proceeds
will be brought before the Board during the next annual cycle of FTA capital grant funding.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, is
legally sufficient and requires a majority vote for approval. - -ERP
RECOMMENDATION: That the Board of County Commissioners award Bid 413 -6088 Surplus Sale
of Fare Boxes and Counters to Martin County Board of County Commissioners for the sale of 16
Diamond SV Model Rectangular Fare Boxes and 8 Denominator Bus Fare Counters; and reject the offer
received from A 1 Assets, Inc.

As requested by the Alternative Transportation Modes Department (ATM), the Collier County Board of

The items offered for sale are on an "as is - where is" basis and the County offers no guarantee or
warranty, expressed or implied, as to the operational or physical condition of the item. The surplus
parts identified will be sold as separate lots, and may be split among buyers. Variations of quantity
may be reviewed and negotiated. The cost of the removal of the property from the County premises
is to be borne by the successful bidder.
The County reserves the right to sell the items in the most efficient and cost effective means, at the
County's sole discretion per Florida Statute 274.06.
The awarded bidder shall remove the referenced property from the County premises within ten (10)
days of award of the bid or be subject to loss of all claims and /or titles to the property. Should the
successful bidder lose all claims or titles as described, title of the referenced property shall revert
back to the County.
The items may be inspected by contacting Yousi Cardeso at (239) 252 -5886 from 8:00 a.m. to 5:00
p.m., Monday through Friday (excluding holidays).

The attached proposal form must be received in the Purchasing Department, Collier County
Government Center, 3327 Tamiami Trail E, Naples Florida 34112 no later than 2:30PM on
Wednesday, April 17, 2013. The attached proposal form must be received in a sealed envelope
with the Bid Number and Title referenced on the outside of the envelope. Award, if made, will be
made to the highest bidder.
Pursuant to State Statutes, the County will make the equipment available for purchase by
other governmental agencies. Any governmental agency interested must submit an offer for
the equipment no later than Wednesday, April 10, 2013 at 2:30.
Acceptance of any offer is subject to approval of the County with the County reserving the right to
reject any offer.

Hi Yousi,
First question: Did /do the fireboxes have an identified useful life and was it met (sounds like they
varied in age ?)?
Either way, if your intent is to dispose and use proceeds for "an eligible transit use /project" you are
fine - FTA retains its federal share /interest in the equipment — will have to do an adjustment amount
on a pending or future grant to reflect the federal portion.

Good afternoon Valencia,
I need your help. As part of a recent project we have replaced our fareboxes (aka drop box) with electronic
fareboxes. Now we are looking to dispose /sell the old fareboxes and would like to know what procedure FTA
requires. Most of the old fareboxes were purchased with FTA funds included in the bus purchase and their age
range from 1 to 10 years. What we would like to know is; do the proceeds of the sale go back to FTA or do they
just need to be reinvested in the next rolling stock purchase?
