EXECUTIVE SUMMARY Recommendation to approve nine (9) substantial amendments amending previous Annual Action Plans for the purpose of recognizing and reprogramming unspent U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Partnership Investment (HOME) funds in the aggregate amount of $2,771,188.90 and approve any necessary budget amendments. OBJECTIVE: Comply with HUD procedures to document changes to prior year Annual Action Plans to recognize unutilized funds and also seek Board approval to re- allocate those unspent U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Partnership Investment (HOME) funds conditionally sub - awarded in a supplemental funding cycle. CONSIDERATIONS: Housing, Human and Veteran Services (HHVS) have identified a total of $1,693,959.74 (CDBG) and $1,077,229.20 (HOME) in unspent funds from previous funding years. The unspent funds were a result of numerous factors, i.e., projects completed under budget, unprogrammed funds, projects not started /completed, unused administration funds, etc. For CDBG, the available funds are: M�3 ti 2004 -2005 $ 500,000.00 2009 -2010 $ 56,232.11 2010 -2011 $ 19,124.25 2011 -2012 $ 383,603.38 2012 -2013 $ 735,000.00 Total $1,693,959.74 For HOME, the available funds are: On February 6, 2013 HHVS advertised that a Supplemental Re- Program Application Cycle would accept applications for eligible projects. The deadline for submitting applications was February 27, 2013. At a March 7, 2013 meeting, the selection committee evaluated sixteen (16) applications and recommended funding the nine (9) projects listed in the following table. HHVS, along with the Ranking and Review Committee recommends awarding $1,693,959.74 in CDBG funds for the supplemental re- program cycle. The advertisement identified a 30 -day public comment period from March 14, 2013 to April 15, 2013. No comments regarding the substantial amendment or the proposed projects were received. FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available within the Urban Improvement Grant Fund (121) and the Housing Grant Fund (705). A budget amendment is required for FY2004 -2005 CDBG re- program funds in the amount of $500,000 for the Habitat of Humanity payback within Project 34510. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. - JBW GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action. The Financial Administration and Housing Department uses SHIP and HOME funds to match applicable federal dollars for its general housing rehabilitation program and homeownership programs. All of Collier County's affordable housing programs are based on a first -come, first- served basis, with preference given to residents of the target areas, elderly and disabled residents and emergency /life - threatening conditions. All affordable housing programs conform to specific CDBG, HOME and SHIP regulations. CDBG funds are also spent on infrastructure support (water & sewer line installation, sidewalks, entry roads & site preparations) for affordable housing developments. CDBG funds will be used by the County as leverage to assist in the development of affordable housing through nonprofit Community Based Development Organizations (CBDO). This use of CDBG funds meets the number one priority of the County 5 -Year Consolidated Plan to support the provision of affordable housing for its low- income (below 50% of MFI) working poor residents.
