EXECUTIVE SUMMARY
Recommendation to approve a work order for $590,318.25 to Kyle Construction under Request for
Quotation 08- 5011 -78 for Underground Utility Contracting Services for the Wastewater Pump
Station 158.00 Rehabilitation Project, Project Numbers 70046 and 70051.
OBJECTIVE: Bring outdated utility infrastructure into compliance with current county
standards, while meeting demand, protecting public health and safety, providing proactive
environmental protections, and supplying backup pumping capability during power outages.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County
Commissioners (Board) adopted the 2008 Wastewater Master Plan Update that identified the
requirement for rehabilitating lift stations. The proposed scope of work for Project 70046,
"Wastewater Pump Station Technical Support," is consistent with the 2010 Wastewater CIP
Update, page 2 of 4, line 66, as identified in the 2011 User Fee Rate Study. The proposed scope
of work for Project 70051, "Collections Power Systems Technical Support," is consistent with
the 2010 Wastewater CIP Update, page 3 of 4, line 66, as identified in the 2011 User Fee Rate
Study.
Pump Station 158.00 is located in The Strand, a 575 -acre residential and golf course community
west of I -75 and north of Immokalee Road. Wastewater service in this community is comprised
of eight pump stations that collect sewage from small local gravity systems. Seven of the pump
stations are connected into a common force main system that discharges into. Pump Station
158.00, located on Strand Boulevard just north of Immokalee Road. The number of households
and businesses benefitted by the project are 1,239 residential households, one club house, and
133,948 square feet of retail space. The scope of work includes the addition of a standby diesel
pump as part of the emergency power program. If any of the following four conditional criteria
are met, then a permanent generator or standby diesel pump is required: 1) pump stations that
have 25 hp or greater motors, 2) pump stations that are fed by four or more other pump stations,
3) pump stations that pump directly to a wastewater force main that pumps directly to the plant,
or 4) pump stations that is operationally critical to hospitals, nursing homes, and environmentally
sensitive areas. This project meets the first three criteria, and therefore warrants the installation
of a standby emergency diesel pump, in this application.
The emergency diesel pump will allow the continued pumping of wastewater flows during power
outages, and increases station reliability. In addition, existing pumps will be replaced with more
efficient lower horsepower pumps driven by variable frequency drives to prevent high pressure
conditions in the force main that could cause Master Pump Station 107.00 to overflow. The
confined space valve vault will be eliminated by moving piping and appurtenances above grade.

The Purchasing Department electronically distributed Request for Quotation 08- 5011 -78, Pump
Station 158 Improvements, on March 13, 2013, to the five vendors under the Fixed -Term
Underground Utilities Contract No. 08 -5011. Four of those contractors submitted quotations by
the April 12, 2013, deadline. The quotations are summarized in the table below.

The engineer's opinion of probable construction cost was $444,896.00. Staff reviewed the
quotations and determined Kyle Construction to be the lowest qualified and responsive bidder at
approximately 33 percent above the engineer's cost estimate. A contributing factor to the higher
quote price is that the estimate for the Xylem diesel pump and fuel tank was based on a standard
integral fuel tank and a standard sound enclosure. During the bid process, modifications to the
diesel pump specifications were made, which included custom fabrication for the fuel tank to
minimize corrosion and a more robust sound insulation enclosure. This likely resulted in an
increase to the vendor provided quote for the diesel pump during design. The quote tabulation
and graph are Attachments 1 and 2, respectively. The Purchasing Department concluded that
bidding was competitive and representative of market conditions. The project design
professional, Stantec Consulting Services, Inc., also recommends award of this work order to
Kyle Construction per the attached letter dated April 18, 2013 (Attachment 3).
Kyle Construction has a satisfactory performance and warranty record on other similar utility -
related construction projects with Collier County. The bid specifications informed the bidders
there may be unforeseen conditions associated with the project. The project cost includes an
allowance of $39,000.00 for owner- directed work due to unforeseen corrosive or geological
conditions that include, but are not limited to, repairs due to structural deterioration, and /or
replacement of defective mechanical equipment and deficient electrical components. Any
additional work required due to unforeseen conditions will be addressed in accordance with the
Purchasing Policy prior to authorization.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY 13 Capital Budget
approved by the Board on September 20, 2012. The source of funding is the Wastewater User
Fee Fund (414).
The operating budget impact of the completed project is reflected in the table below. The
total capital cost to implement Project 70046 Pump Station Rehabilitation is $590,318.25.
There will be a minimal annual power cost saving of approximately $414 based on a 15%
power savings (15% x $2,762 = $414). There will be an increase in maintenance cost for the
standby pump of approximately $1,060. The resultant operating cost increase is $ 646
annually.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex- officio Governing
Board of the Collier County Water -Sewer District, approve a work order under Request For
Quotation 08- 5011 -78 in the amount of $590,318.25, which includes an allowance in the amount
of $39,000.00 for unforeseen conditions, to Kyle Construction; and authorize the Chairwoman to
sign and execute the work order after approval by the County Attorney's Office.

Dear Corinne:
Quotes for the Pump Station 158.00 Improvements, Quote # 08- 5011 -78 were opened at 3 :00 pm on April 12,
2013. Four (4) bids were received and subsequently tabulated by Stantec. The apparent low bidder was
Kyle Construction with a bid of $ 590,318.25. The Engineer's Opinion of Probable Cost for the project was
$444,896.00. The bids were tabulated and are provided as an attachment along with the Engineer's Opinion
of Probable Cost. The bids were well above the estimate, but the grouping of the bids makes it appear the
bids are valid and reasonable.
Aside from the sometimes unpredictable nature of contractor bids, there are two issues that may partially
explain the bid amounts. First, the number of construction projects within southwest Florida has increased in
recent months, however many construction companies are still operating with fewer qualified employees. As a
result, many contractors are stretching their resources to bid on additional work, which can higher bids.
Secondly, the estimate for the Xylem diesel pump and fuel tank was based on a standard integral fuel tank
and a standard sound enclosure. During the bid process, there were modifications to the diesel pump
specifications which included custom fabrication for the tank and sound enclosure. This likely resulted in an
increase to the vendor provided quote for the diesel pump during design.
Based on our analysis of the bids and discussions with local vendors, we believe the bids are reasonable for
the current market and suggest approval of the Kyle Construction bid proposal.
