EXECUTIVE SUMMARY Recommendation to approve a work order under Request For Quotation 08- 5011 -81 in the amount of $494,886 to Mitchell & Stark Construction Co., Inc., to replace the aerators on Oxidation Ditch No. 3 under North County Water Reclamation Facility Technical Support Project Number 73968. OBJECTIVE: Maintain treatment capacity and Irrigation Quality (IQ) water production at the North County Water Reclamation Facility (NCWRF). CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners (Board) adopted the 2008 Wastewater Master Plan Update, which identified the requirement for performing various Technical Support Projects at the NCWRF. The proposed scope of work for replacing the aerators on Oxidation Ditch No. 3 is consistent with the 2008 Wastewater Master Plan Update, Project 73968, "NCWRF Technical Support Project," Section 8, Table 8 -2, page 3 of 5, line 100; and with the 2010 Wastewater CIP Update, page 2 of 4, line 79, as identified in the 2011 User Fee Rate Study. This project will replace the aerators on Oxidation Ditch No. 3 at the NCWRF. Oxidation Ditch No. 3 has five separate rotating aerators that play a critical role in the wastewater treatment process and the production of IQ water. The aerators operate continuously, 24 hours a day, 7 days a week, 365 days a year. The existing aerators are approximately 18 years old, and have reached the end of their useful lives. They can no longer be repaired due wear and corrosion. Request for Quotation No. 08- 5011 -81, FY13 Oxidation Ditch #3 Aerator Replacement, was electronically distributed on March 27, 2013, to the five vendors under the Fixed -Term Underground Utilities Contract 08 -5011. Of the five vendors, three submitted quotations by the April 16, 2013, deadline. The quotations received are summarized in the table below: VENDOR PROJECT COST Mitchell & Stark $494,886 Douglas N Higgins $547,795 Haskins, Inc. $745,000 Kyle Construction Did Not Quote Quality Enterprises Did Not Quote County staff and the local project design engineer, Hole Montes, determined the low bid to be fair and reasonable and recommend awarding the contract to Mitchell & Stark Construction Co., Inc., as the lowest responsive and qualified local bidder. The quote tabulation and graph are Attachments 1 and 2; the engineer's letter of recommendation is Attachment 3. The low bid was $85,114 (14.7 percent) below the design engineer's estimate of $580,000, including allowance. The Purchasing Department concluded that bidding was competitive, and representative of market conditions. Mitchell & Stark Construction Co., Inc., has a satisfactory performance and warranty record on previous county wastewater utility - related projects. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The total project cost includes an allowance of $52,740.00 for owner - directed work that includes, but is not limited to, repairs due to structural deterioration, and replacement of defective associated Packet Page -2676- 5/14/2013 16.C.6. mechanical equipment. The price for any additional work will be negotiated prior to commencement in accordance with the county's Purchasing Policy and the terms of the agreement. FISCAL IMPACT: Funding is available in and is consistent with the FYI Capital Budget approved by the Board on September 20, 2012. The source of funding is the Wastewater User Fee Fund 414. This project is a direct replacement of assets that have reached the end of their useful lives; operating costs are unaffected. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, as Ex- officio Governing Board of the Collier County Water -Sewer District, approve a work order under Request for Quotation 08- 5011 -81 in the amount of $494,886, which includes an allowance in the amount of $52,740.00 for unforeseen conditions, to Mitchell & Stark Construction Co., Inc.; and, authorize the Chairwoman to sign the work order after final review by the County Attorney's Office.
