EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve a budget
amendment transferring $100,000 from the Pelican Bay MSTBU Fund 109 Reserve for
Contingencies to the Clam Bay Fund 320 Ecosystem Enhancements.
OBJECTIVE: To fund the restoration work by Quality Enterpirses of the Pelican Bay
South Berm and Swale.
CONSIDERATIONS: The Pelican Bay Services Division Board approved the
restoration of the water management south berm that separates the water management
system .from the Clam Bay Estuary and the necessary budget amendment required for
the funding of this work. The contract to Quality Enterprises, USA, Inc. and the budget
amendment were originally approved at the "In Absentia Meeting" date August 14, 2012
and ratified by the Board of County Commissioners on September 11, 2012, item 16F1.
The Budget Amendment was sent to Finance on 9/26/2012 but was inadvertently not
processed and this executive summary is to complete that process.
FISCAL IMPACT: Funds in the amount of $100,000.00 will need to be transferred from
Reserve for Contingencies in Pelican Bay MSTBU Fund 109 to Clam Bay Fund 320
Ecosystem Enhancements.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approve a budget
amendment transferring $100,000.00 from the Pelican Bay Fund 109 Reserve for
Contingencies to the Clam Bay Fund (320) Ecosystem Enhancements.

EXECUTIVE SUMMARY
Recommendation to award Bid #12 -5927 for the amount of $189,123.80 for the Pelican Bay
South Berm and Swale Maintenance to Quality Enterprises, USA, Inc. and to approve a
budget amendment in the amount of $100,000.00.
OBJECTIVE: To award Bid #12 -5927 for Pelican Bay South Berm and Swale Maintenance to
Quality Enterprises, USA, Inc. for $189,123.80 and to approve a budget amendment.
CONSIDERATIONS: Bid 412-5927 was posted on June 27, 2012. One thousand six hundred
and eighty -four (1,684) notices were sent and five (5) bids were received and opened by the
response deadline on July 23, 2012. See attached bid tabulation. Staff and the Pelican Bay
Services Division Board has reviewed the bids and determined that Quality Enterprises, USA,
Inc. submitted the low bid. Therefore, staff recommends awarding Bid #12-5927 to Quality
Enterprises, USA, Inc., as the lowest qualified responsive bidder.
FISCAL IMPACT: The fiscal impact for Bid #12 -5927 is $189,123.80 with funds available in
the Pelican Bay Clam Bay Fund 320.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting
from this action.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
RECOMMENDATION: That the Board of County Commissioners award Bid 412-5927 to
Enterprises, USA, Inc. for the amount of $189,123.80, to approve a budget amendment in the
amount of $100,000 and authorize the Chairman to execute the attached Contract following final
review by the County Attorney.
